Disaster Preparedness and risk reduction for communities in high-risk areas in Ferghana Valley, Tajikistan Implemented by MoES, UN Disaster Risk Management Project, and UNDP Communnities Programme

Project goal To generate disaster preparedness / reduction processes that will be understandable and embraced by the communities and will prevail beyond completion of the project itself

Principal Objective Contribute to social stability in the border regions of Ferghana Valley by strengthening national and local capacities to manage and reduce disaster risk in high-risk communities.

Specific Objective Producing and using risk, vulnerability and capacity assessments to instigate disaster mitigation activities, including structural mitigation and public awareness raising. Communities will be involved with hazard and risk assessments and trained on disaster management.

Results Tajik communities in Ferghana Valley make risk, vulnerability and capacity assessments to reduce disaster risks, and four communities have reduced disaster risks by doing structural mitigation work and public awareness raising in their communities.

How to choose the sites 1.Vulnerable communities, 12 Jamoats in 2 districts; 2.Communities where the UNDP Communities Programme has already established Jamoat Resource and Advocacy Centers (JRCs); 3.Communities close to the border areas; 4.Communities close to Chkalovsk uranium mine and Konibodom pesticide dam (hot spots already identified as EnvSec priority areas)

How to select sites Jointly with MoES Khujand, MoES HQs, UNDP CP, UNDRMP, GlavGeology; Tojikoinot; Fazo; Representatives of district khokumats in explanatory workshop in Khujand.

Three Components 1.Development of risk, vulnerability and capacity mapping and guideline for updating; 2.Local level pilot projects; 3.Public DRM awareness and regional cooperation.

Three components, four outputs: Output 1 Comprehensive risk mapping and adaptation for local needs in 12 Jamoats; Output 2 Vulnerability and Capacity assessment of at least six high-risk communities; Output 3 Community-based participatory, risk assessment, structural mitigation and public awareness activities in four high-risk communities; Output 4 Increased local awareness and understanding of how to prepare for and reduce the risk of disasters.

Component 1 – Risk, Vulnerability and Capacity Assessment Risk Assessment Mapping; MoES, Jamoat Resource and Advocacy Centres, Tojikkoinot, GlavGeology, Fazo, Information Management and Analytical Centre Risk, Vulnerability and Capacity Assessment Training; District deputy governors, District MoES heads, heads or other representatives from 12 Jamoats

Component 2 - Local Level Pilot Projects Capacity building for local Government; Training in preparing risk reduction proposals Structural Mitigation Measures; In four communities measures physical disaster risk mitigation measures are being implemented Information tools for people living in risk areas; IEC material compiled and dissemination plan developed

Component 3 – DRR Awareness and Regional Cooperation On-line and Off-line dissemination; Training material and reports on website and REACT (Tajik disaster management partnership) mailing list Regional seminars / training programmes; Will take place in Tajikistan, Uzbekistan, and Kyrgyzstan
