Workforce Innovation and Opportunity Task Force Webinar April 29, 2015

Welcome & Opening Remarks

WIOA Vision Needs of business and workers drive workforce solutions Superior customer service to job seekers and employers Strong regional economies

Task Force Charge Develop WIOA implementation recommendations by providing counsel and support to the CareerSource Florida Team, as it prepares a WIOA Implementation Plan for consideration by the CareerSource Florida Board of Directors.

WIOA Goals 1.Increase access to employment, education, training and support services—particularly for people with barriers to employment. 2.Create a comprehensive, high-quality workforce development system by aligning workforce investment, education and economic development. 3.Improve the quality and labor market relevance of workforce investment, education and economic development efforts. 4.Promote improvement in the structure and delivery of workforce services. 5.Increase the prosperity of workers and employers 6.Reduce welfare dependency, increase economic self-sufficiency, meet employer needs and enhance productivity and competitiveness.

Florida’s Workforce Development System Connects employers with qualified, skilled talent and Floridians with employment and career development opportunities to achieve economic prosperity.

All Task Force business must take place: o Exclusively at meetings open to the public o Only after the public and media have received reasonable notice and opportunity to attend o When a record of the meeting (minutes) is taken and preserved for the public’s inspection Sunshine Law Overview Jay Barber, CareerSource Florida General Counsel

Do not conduct Task Force business: o Outside a publicly noticed meeting o On a Task Force topic o With other Task Force members o In the absence of minutes (recording) Sunshine Law Overview

Defining ‘Meeting’: o Two or more members discussing matters that have been, are, or foreseeably might come before the Task Force o Written and/or electronic Task Force correspondence, phone calls, texts, etc. sent to Task Force members, to which one or more member(s) respond(s) o Communications between a Task Force member and staff is not a ‘meeting’ Sunshine Law Overview

Violations and Penalties: o Knowingly violate: 60 days in jail and/or max. $500 fine for each incident o Suspension or removal from Task Force o Payment of attorney’s fees, possible civil actions o Intent to violate not required o Violation only resolved by open meeting on same topic o Section (1): “No resolution, rule, or formal action” executed in a closed meeting is binding.
