Day 1 – IPPC Directive Integrated permitting Related environmental legislation Pilot permitting –Country experience –Challenges –Lessons learned and how to improve the process Drafting of permit application: guidance documents

Day 2 – Volatile Organic Solvents (VOC) Directive (1999/13/EC) Purpose: prevent and reduce VOC emissions; Scope: adhesive coating, other coatings, coil coating, dry cleaning, footware manufacturing, manufacturing of pharmaceutical products, printing, rubber conversion, surface cleaning, vehicle refinishing, winding wire coating, wood impregnation, wood and plastic lamination. Two options: compliance with ELV or with National Reduction Scheme (preventive approach) MSs have to submit to the European Commission national plans for reducing emissions Obligation for reporting to the EC every 3 years

That period should be consistent with the timetable for compliance of the IPPC Directive. Suggested issues to be covered in relation to the VOC Solvents Directive Introduction to the VOC solvent directive (99/13/EC) and solvent management plans; General requirements for companies/inspectors; Elaboration of a solvent management plan based on company data. Use of a computer programme for drafting solvent management plans. Drafting of Reduction schemes. Monitoring and Inspection

Day 3 – Large Combustion Plants (LCP) Directive ( 2001/80/EC ) Purpose: reduction of CO2, NOx and SO2 emissions from LCP; Scope: combustion plants, the rated thermal input of which is equal to or greater than 50 MW, irrespective of the type of fuel used (solid, liquid or gaseous); energy producers for outside use. Licenses needed for the operation of LCPs. They should contain conditions relating to compliance with ELVs. Possibilities for implementation of national emission reduction plan.

Therefore LCP Installations are included in the IPPC inventory of emission sources published by the EC. Compliance with the BAT requirements of the IPPC Directive (ELV laid down by the LCP Directive apply as a minimum: art. 18 IPPC) Negotiation process on permit conditions
