3 BROOKHAVEN SCIENCE ASSOCIATES Work Plan Process Work Plans are prepared each year for each control account by the assigned control account manager (CAM) for any activities that occur in the upcoming FY They include the scope description, baseline budgeted cost, cost plan, procurements, labor hours, scheduled activities and milestones They lay out in detail the BCWS for the year and form the basis for EVM performance. Preparation begins late in prior FY FY09 was delayed by CRDR, EIR and EIR for CD-3 in a 6 week span when work plans are normally prepared. Workplans were completed in December
