Largest representative body in the care sector Over 7,000 care services 0.5 million service users Working on behalf of small, medium and large providers Charities/corporates/independents Care England

Context: Austerity? Healthcare spend over £113 billion Social care spend £8 billion Fragmentation across the system Silo thinking and Silo acting Lack of transparency over costs in all sectors Social care broken Health care in self induced crisis

Build strong and genuine partnerships Share information Encourage innovation, new approaches and efficiencies Invest in staff and improve their status Campaign together in common purpose Improve public understanding The challenge is for the system to:

A different view Individuals with resources, capacities & needs; not people with problems Citizens with rights & expectations Experts by experience; a fount of knowledge Contributors & receivers; like all citizens Worth investment to maintain & prolong independence & well-being Maintain a life; do not just give a service

Commissioners must: Commission for outcomes Understand the true costs of quality Incentivise innovation and quality Commission for prevention Be transparent with the public about expectations of care and support services Fund the rhetoric Do not abuse The Care Act Do not undermine the self-funder market

Support the workforce across the entire sector Link the market position statements and demographic data to the planning process Stop duplication Open to independent scrutiny Commissioners must:

Regulation must: Be the cornerstone of public protection Outcome based Proportionate Risk aware, not risk averse Develop clear competencies and career pathways for inspectors Improve transparency Open to challenge Reduce bureaucracy Equal across the system

Understand the true costs of care Clearly measure benefits of quality outcomes Develop integration across health and social care Diversify your business model Build positive and proactive relationships with citizens and commissioners Invest in the workforce Build consortia Stop uneconomic tendering Care providers must:
