3 Gaming Facilities in the Northeast

4 Connecticut Two tribal casinos. (Largest in US) Low tax rate (25%) Financial problems at Foxwoods. CT could improve regulation, and slow growth of problem gambling, according to a recent report conducted by Spectrum Gaming.

5 Maine Legislation limited gaming to local initiative One slot parlor (Hollywood) in Bangor, ME Hollywood wants to expand to include table games Scarborough (racetrack) did not approve a slot parlor, but benefits from gaming tax distribution. Other proposals include Sanford casino, Washington County, and another in western Maine.

6 Massachusetts Massachusetts is one of 2 New England states with KENO (incl. Rhode Island) Gov. Patrick proposed casinos in 2007 Still no legislation in 2009? Industry partners – Partnership for Responsible Gambling – holding educational forums.

7 Rhode Island 2 Racinos (Lincoln and Newport.) One of highest state tax rates in the US, and most dependent on gambling. Voters rejected tribal casino in Twin Rivers, which generates the bulk of revenues, declared bankruptcy in June 2009.

8 Vermont No facilities. No serious proposals for expanded gambling or video slots in Vermont at present. Previous proposals have apparently not made significant headway in the Legislature.

9 Federal Issues (examples) Federal government may allow Indian tribes to build casinos on land far from their reservations. U.S. appeals court upheld a federal ban on Internet gambling. Rep. Barney Frank proposed legislation to legalize and regulate Internet gambling so that revenue could be taxed and consumers would have some protections.

10 Take Aways Gaming Industry has experienced significant expansions across New England This expansion has slowed considerably Renewed interest appears related to economic downturn and increased demand for state revenue. Uncertainty describes the existing environment in New England.
