Jenny Burmester Program Manager for FEMA’s National Mitigation Planning Program. Since joining FEMA in 2002, she supported the mitigation planning program, business analysis activities, as well as the Pre-Disaster Mitigation program. She worked in the private sector performing various solid waste management and environmental planning activities as well as evaluating potential environmental liabilities. Holds a Master of Planning from the University of Virginia and a Bachelor of Science from the College of William and Mary.

State Mitigation Plan Review Guide

Effective Date The State Mitigation Plan Review Guide will be effective on March 6, 2016 The transitional period provides FEMA and states an opportunity to become familiar with the Guide The Guide will supersede the 2008 Multi-Hazard Mitigation Planning Guidance MARCH 2016

Purpose Clarify FEMA’s interpretation of Federal regulations, policy, and guidance around state mitigation plans Support states in adapting to changing conditions Ensure a consistent state plan review process across FEMA regions Outline enhanced and standard plan requirements

Mitigation Program Consultation

Requirement Establishes a mitigation program consultation between FEMA and each State Intent Institute active, ongoing coordination and communication between each State and FEMA on mitigation programs Improve use and implementation of the state mitigation plan Meet FEMA’s responsibility for providing technical assistance and reviewing state activities, plans, and programs to ensure mitigation commitments are fulfilled The intent is NOT to audit the state’s programs, require the state to update its plan, or be authoritative or punitive in nature!
