ICT STRATEGY FOR AGRIC. DEVELOPMENT Andrew R. Kwayu Dodoma, th March 2012

Outline ICT efforts so far in MAFC What we intend to do What local governments need to do

MAFC ICT Efforts MAFC ICT efforts since 1998, including:  LAN  Web presence,  system  Voucher Management system  Inventory Management System – under development  M&E System – coordinated under DPP  LGMD II Agric Sector Data System – coordinated by DPP  Early Warning System data collection system – National Food Security

What we intend to do … A new strategy Some efforts done, but re-assessment for a new strategy was needed owing to:  Many un-coordinated stand alone (silo) efforts  Operating outside industry standard norms of efficiency and security  ICT Inadequately serving the industry

Kilimo ICT Strategy … Came up with several documents  MAFC ICT Policy  MAFC ICT Master Plan (Includes issues Security)  MAFC ICT Security Procedures  ICT Section Reform

MAFC ICT Policy Product of a scan of various documents, including:  National Vision 2025  5Y Tanzania Development Plan Framework  NSGRP (MKUKUTA)  ASDS  MAFC Strategic Plan  Kilimo Kwanza Resolution  Agricultural Policy  E-Government Strategy  National ICT Policy,  Millenium Dev Goals Comes up with Policy statements that are a result of identified issues, objectives. High level document intended for leaders

MAFC ICT Master Plan Operationalize ICT policy thru: Identifying and describe ICT dev projects in terms of objectives, scope and specific activities Prioritizing and scheduling implementation projects Providing detailed specs for and planning of information system projects Indicate estimates for specific allocation of resources covering 3-5 years

ICT Master Plan Projects SIX main projects National Agric Management Info System  Modules: Crop, Research & extension, geographical information, Output and marketing information Enhancing Business operations and resource planning  Modules: Financial information system, Human resource, Asset and inventory, Document and records and projects management systems Capacity building (skills development) Enhancing ICT systems services management (Unit reform, recruitment, proper working resources etc) Improve data communications infrastructure and internet services (equip data center, connectivity issues etc) ICT related risk management (ICT security management)

National Agric Management Info System Objectives  Ensure data availability to stakeholders thru various channels as appropriate, private and public info networks, mobile handsets and radio  Collect and package information using web technologies for delivery to end users in WRC and others centers connected to National Fibre Network  Collect and package information in appropriate media such as radio, TV, internet and CDs/DVDs for presentation at WRC and other centers  Facilitate provision of farmers queries through farmers help desk system

Next steps Developing detailed project proposals for funding and implementation Lets connect to take advantage of the National Fiber network  Utilize ASDP (DADPS) and own funding to finance Connectivity Also Content development
