מטרות תוכנית המסגרת : פוליטיות, כלכליות, חברתיות  הגדלת כושר התחרותיות של המשק האירופי, יצירת מקומות עבודה, שיפור איכות החיים.  גישה של פתרון בעיות חשובות לאירופה.  העדפת פרויקטים גדולים.  ביצוע המו"פ ע"י קונסורציום המתאגד לצורך כך.  הגשת ההצעות בתגובה לקולות קוראים.

התועלת לישראלים בהצטרפות לתוכנית  נגישות לשוק האירופי- שווקים חדשים.  “התקרבות לאירופה”- הבנת אירופה.  מודיעין עיסקי - היכרות עם לקוחות, ספקים, מתחרים.  חשיפה ושותפות לטכנולוגיות חדישות, מעורבות בקביעת סטנדרטים.  מינוף למימוש פרויקטים גדולים עתירי חזון וממון  מענקים כספיים.
