A Background  ACFTU created first web-site in internet in 1998(static html)  CMS for ACFTU was built in 2001  base-level trade union organizations wanna have their own web-site  we try to find a way to use open source software which like zope(application server for building content management systems, portals) to build a new application system.  base-level trade union can create their website without a lot of technology, without html skills, easily and quickly.

A Target Groups  Target Group : Trade Unions head office Provincial trade unions All the base-level trade union organizations  Implementers: Information center of ACFTU  Decision-makers: Administration Dept of ACFTU  Financiers: Special budget of information center in 2005

A Situation and Problems  [Problem 1] no succeed experience to apply the same system in a whole country organization  [Cause(s) of Problem 1] provincial trade unions and base-level trade union organization has no budget to apply the project.  [Problem 2] lack of the information source  [Cause(s) of Problem 2] information source in other dept. not in information center. The information center is just a technical support dept.

A Long-term Objectives  All the provincial trade union join the project and create their web site on this Platform  All the information, documents, and other labour movement resource can be found in the system

A Immediate Objectives  ACFTU has more than 14 independent dynamic web site for different depts, including the main website – when the project finished. All these web site will be transferred to the new platform.  Some provincial trade union’s web site will be transferred to the new platform.  Some provincial trade union without web site will be trained to have a web site.
