[Insert Logo Here] What is a Veteran? HB488 Definition (According to the State of Ohio) According to the Valuing Ohio Veterans Report a Veteran is defined as, “Anyone who is serving or has served under honorable conditions in any component of the Armed Forces, including the National Guard and Reserve.” Federal Financial Aid Guidelines Other definitions Faculty, Staff, and Students need to be aware of these differences.

[Insert Logo Here] State of Ohio Ohio is home to approximately 900,000 veterans – the 6th largest state population in the U.S. Another 80,000 Ohio residents currently serving in U.S. Armed Forces More than 75,000 have served in the United States Armed Forces in support of combat operations in Afghanistan, Iraq, and around the world since September 11, More than 22,000 people are attending institutions of higher education utilizing GI Bill education benefits

[Insert Logo Here] Background June 2013 – Governor Kasich signed Executive Order K to support Ohio’s veterans by ensuring they are receiving the appropriate credit and credentialing for their military training and experience. As part of the Executive Order, the Governor also charged the Chancellor of Ohio Board of Regents to work with the presidents of the University System of Ohio [USO] to conduct a thorough review of current institutional policies and practices, and to make recommendations for simplifying and improving the process for awarding college credit for military training, experience, and coursework. Thus, the Valuing Ohio Veterans Report was created with a comprehensive set of recommendations regarding what state departments, boards, commissions and our institutions of higher education can do to support Ohio’s veterans and service members.

[Insert Logo Here] Valuing Ohio Veterans/HB 488 After the Valuing Ohio Veterans (VOV) Report was released, House Bill 488 was included in the Mid- Biennium review which also includes many of the VOV report’s recommendations. The House and Senate unanimously passed HB 488 and it was signed into law by Governor John Kasich on June 16, To begin implementation of the recommendations and items in HB 488, the Ohio Board of Regents formed the Military Strategic Implementation Team (MSIT).

[Insert Logo Here] House Bill 488 Overview The major provisions of House Bill 488 are: Helping Veterans Get Jobs The bill makes it easier for veterans to transfer their skills to receive credit toward a professional license so they can quickly begin applying their skills in good-paying jobs that support their families, job creators and their communities.

[Insert Logo Here] House Bill 488 Overview Helping Ohio Veterans Make the Transition to College When reentering civilian life as a college student, veterans often struggle to learn their options and the many opportunities available on a college campus. Protecting Ohioans Called to Active Duty The bill also includes a provision to increase the penalties for identity theft against an active duty military service member and their spouse, and members of the National Guard and Reserves who are called to active duty.

[Insert Logo Here] House Bill 488 Overview Giving Veterans College Credit for Their Military Training and Experience Veterans who work toward a college degree deserve credit for the military training, experience and coursework they’ve received in the service – credit that can allow them to earn their degrees faster and reach their goal of obtaining a good- paying civilian job.

[Insert Logo Here] HB 488 Directive to Board of Trustees The board of trustees of each state institution of higher education shall do all of the following by December 31, 2014: RequirementsCompliance (A) Designate at least one person employed by the institution to serve as the contact person for veterans and service member affairs. Such a person shall assist and advise veterans and service members on issues related to Am. Sub. H. B. No th G.A. [Insert College] has an active Chapter of Student Veterans of America (SVA), a national student vet organization currently lead by [Insert Name Here], SVA President. (D) Integrate existing career services to create and encourage meaningful collaborative relationships between student service members and veterans and alumni of the institution, that links student service members and veterans with prospective employers, and that provides student service members and veterans with social opportunities; and, if the institution has career services programs, encourage the responsible office to seek and promote partnership opportunities for internships and employment of student service members and veterans with state, local, national, and international employers. And periodically conduct follow-up surveys, at a frequency determined by the board, to gauge the institution's progress toward meeting identified needs and challenges. [E]ach state institution of higher education, as defined in section of the Revised Code, shall provide a student who is either a veteran or a service member with priority for course registration. [N]o state institution of higher education, as defined in section of the Revised Code, shall charge a student who is a veteran or a service member any fee for the evaluation of, transcription of, or application for college credit for military experience. (R.C ) We do not charge veterans or service members any fees for the evaluation of, transcription of, or application for college credit for military experience.

[Insert Logo Here] HB 488 Directive to Board of Trustees State institutions of higher education shall do all of the following by July 1, 2015 (R.C C): RequirementsCompliance 1. Ensure that appropriate equivalent credit is awarded for military training, experience, and coursework that meet the standards developed by the chancellor pursuant to this section. (R.C C) Representatives continue to monitor progress at the State and institutional level to ensure compliance of this requirement. The first MTAGS have been established by the Ohio Board of Regents.
