Strategy for the assessment of information on DDT John Githure

General objective To undertake a sound scientific assessment of available scientific, technical, environmental and economic information to facilitate the Conference of the Parties meeting in 2013 to evaluate the continued need of DDT for disease vector control

Format of the Preliminary report 1.Situational analysis on the production and use of DDT 2.Availability and suitability of alternative products, methods and strategies to DDT 3.Implementation of vector control products, methods and strategies 4.Capacities for countries to transit from DDT to other alternatives for vector control 5.Action taken by Parties/Partners to reduce reliance on use of DDT for vector control

Process of the Consultation Followed the format used in the past with some refinement from feedback from some members of the DDT-EG Issues for the report presented to the whole group through the Webinar for further inputs Raise any issues that need to be added or deleted Agree on the format, topics and themes Agree on timelines within which to operate towards producing a final report for the Nov meeting WHO and other partners will be fully engaged in this process

1. Situational analysis on the production and use of DDT Specific objective To take account of the current status and trends of production, use and stockpiles of DDT at the global level Scope Sources and amounts of DDT production and distribution during the reporting period DDT use trends since 2009 Key programmes and initiatives where DDT is used for vector control Existing mechanisms on purchase, quality control and use of DDT Possible misuses of DDT Packaging and handling of DDT related to environmental contamination Stockpiles of DDT

2. Availability and suitability of alternative products, methods and strategies to DDT Specific objective To review the opportunities that exists for disease vector control Scope Assessment of availability of alternatives to DDT for indoor residual spraying including the outcome of the POPs Review Committee on alternatives to DDT Assessment of the national strategies to reduce reliance on DDT and progress on introducing new alternative vector control products Assessment of other chemical and non-chemical products and methods used for malaria vector control Assessment of alternatives to DDT in IRS and promising insecticides in the pipeline Research on alternative products and strategies for vector control

3. Implementation of vector control products, methods and strategies Specific objective To evaluate the capacity for the management of public health pesticides for sustainable disease vector control Scope Vector control infrastructure at national level National policies, guidelines and regulatory measures on public health vector control products Trends of insecticide resistance including DDT and the impact on vector control Insecticide resistance management (DDT and alternatives) Implementation of integrated vector management

4. Capacities for countries to transit from DDT to other alternatives for vector control Specific objective To assess the country capacity for transitioning from DDT to alternatives and their sustainability Scope Training tools and capacities for proper distribution and use of pesticides Policies and guidelines regarding DDT and disease control Available funding opportunities for transition from DDT to alternatives Evidence based decision making on vector control Availability and cost effectiveness of DDT and alternatives Technology transfer and linkages of national programmes with collaborators including entomological and epidemiological research and training institutions

5. Action taken by Parties/Partners to reduce reliance on use of DDT for vector control Specific objective To assess the measures taken by Parties and development partners in promoting alternatives to DDT Scope Case studies on successful implementation of alternatives to DDT Polices, guidelines and initiatives to facilitate reducing production and/or use of DDT Promotion of research and development of alternatives Resource mobilization strategies for vector control
