INTRODUCTION The DCS has identified that correctional facilities in order to accommodate the needs of all categories of correctional clients, such as : Children in detention Youth Correctional Clients Women Correctional Clients Correctional Clients with disabilities Aged Correctional Clients

INTRODUCTION (Cont.) Correctional Clients with Mental Illnesses First Offender Correctional Clients Correctional Clients with long/life sentences Correctional Clients who are Foreign Nationals

BACKGROUND The DCS is obliged to ensure the safety and security of the public and to create an environment of human dignity as part of rehabilitation. This view point is based on the following :  Operating secure, safe and orderly correctional centres  Security classification for rehabilitation  Safety and health of correctional clients  Disciplinary procedures applicable in correctional centres

BACKGROUND (CONT.) The existing prison facilities consist of a range of facilities built over an extended period of time which do not meet the requirements for safe and secure custody and the need for rehabilitation programmes The DCS views a bigger challenge in addressing the needs of all categories of correctional clients as identified previously The Department has identified that facilities are critical in creating an enabling environment for rehabilitation.

BACKGROUND (CONT.) The concept of the New Generation Prisons is based on the needs driven planning of accommodation for all categories of correctional clients This approach will also provide for alignment of the facilities with activities such as agriculture, workshops, academic and reconciliation with the admission policy.

The New Generation facilities are planned to cater for medium and low risk correctional client categories which constitute the majority of the country’s prison population These facilities will be strategically situated around the country in the areas mostly affected by overcrowding and closest to the communities of origion of the bulk of the correctional clients.
