The Aggregate By-law – (By-law 73-22) Passed by Council on May 28, 1973 Why?  Control & Regulate the Operation of Gravel Pits  No regulations within the STPS (By-law 1575 Springfield Town Planning Scheme 1959)

The Aggregate By-law – (By-law 73-22) Key points within By-law  No removal of Topsoil or open, establish or operate a Gravel Pit unless a Permit is issued by the Municipality.  Application Permit (Schedule “A”) must be in writing. (including additional information)  Council by Resolution may in its absolute discretion authorize any person a permit for the removal of topsoil or gravel from the land specified in the permit.

The Aggregate By-law – (By-law 73-22) Key points within By-law (cont)  No permit shall be issued for and no excavation shall be made in an area closer than a) 100 feet from any property boundary, public b) 250 feet from an existing habitable residence  Security Deposit with the Municipality for the rehabilitation of the pit.  Payment of the applicable fees as set out by the By-law

The Aggregate By-law – (By-law 73-22) Key points within By-law (cont)  Before starting any excavation the applicant must clear the area and strip all tree growth  Surround the area to be excavated for the operation of the pit with a berm of not less than 5 feet in height  Each entrance and exit from the pit shall be protected with a gate that shall be locked when not occupied

The Aggregate By-law – (By-law 73-22) Key points within By-law (cont)  Each access road to the pit shall have dust free surface within 100 feet of the public road  Hours of operation shall be restricted for pit operations between 6:00 AM and 10:00 PM
