doc.: IEEE /0041r0 Submission November 2006 Mark Austin, OfcomSlide 2 Abstract The purpose of this presentation is to introduce the ERO Monte Carlo radio modelling tool SEAMCAT to IEEE If the group feels this tool could be of use for their methodology document then it is proposed that a more detailed technical presentation would be made at the London Interim in January 2007.

doc.: IEEE /0041r0 Submission November 2006 Mark Austin, OfcomSlide 3 SEAMCAT Background SEAMCAT (Spectrum Engineering Advanced Monte Carlo Analysis Tool) was developed in CEPT as a co-operation project between NRAs, industry and ERO. The first release of SEAMCAT was finalised in January 2000, second release was made available February The latest official version SEAMCAT-3. Since 5 September 2002, the ERO is responsible for overall management of SEAMCAT project. Additional technical expertise for support of the project is drawn through the so called SEAMCAT Technical Group (STG) within the CEPT WGSE. SEAMCAT is based on Monte-Carlo random generation, the theory of which can be seen in ERC Report 68, which was used in the development of the tool. doc.: IEEE /0041r0 Submission November 2006 Mark Austin, OfcomSlide 4 SEAMCAT General Features SEAMCAT is a flexible tool for analysis of a variety of compatibility scenarios, and it offers some particularly important features: –quantification of interference levels The level of interference between different radio systems is expressed in terms of a probability that the reception capability of the receiver under consideration is impaired by the presence of an interferer. –consideration of spatial and temporal distributions of the received signals This is helpful in developing appropriate frequency planning arrangements or necessary limits for transmitter/receiver parameters. –SEAMCAT can address any interference scenario regardless of the type of victim and interfering radio systems.

doc.: IEEE /0041r0 Submission November 2006 Mark Austin, OfcomSlide 6 SEAMCAT current release The upgrade of SEAMCAT software into its 3rd phase (called SEAMCAT-3) that took place in , had the following main aims: –Porting of software to open Java® platform, with introduction of Live Web update and similar new functionalities; –Improvement of interactivity of simulations through the graphic representation of scenarios; –Implementation of algorithms for direct simulation of CDMA systems, both as victim and interferer; –Implementation of plug-in modularity (Propagation model plug-in as well as generic Post-processing plug-in); –Improved functionality for complex simulations (limitless batch, remote computing).

ERO welcomes any proposals for implementation of new functionalities in SEAMCAT.
