Ground Rules Submit questions on provided note cards. The panel of the informal forum will field and attempt to answer submitted questions. Area of focus is services contracting requirements in Enterprise Service Solutions Directorate. This is not designed to provide formal briefings on any acquisition. The Government will not prepare for distribution to attendees any notes or minutes of the event or any lists of attendees/registrants. EXPRESS Domain Protest Status Programmatic CoFC protest filed on 25 March 2015 All newly issued BPAs were cancelled. Protest was dismissed on 18 August 2015 Corrective Action will be taken within 3 months A new RFQ will not be issued The current RFQ is not expected to be amended Only offerors who proposed previously will be considered UNCLASSIFIED

PROGRAMMATIC DOMAIN SBSA SUSPENSION A letter was issued October 27, 2015 informing the Programmatic BPA Holders that small business set-asides are being temporarily suspended in the Programmatic Domain. The rationale for this suspension is that since the protest resulted in the termination of the new BPAs, only two small businesses were left in the eligible pool of contractors. While it is true that the “rule of two” applies for making a set-aside determination, FAR 8.4 requires that the ordering activity provide the RFQ to at least three schedule contractors. Therefore, until new small businesses BPAs are added to the Programmatic Domain small business set-asides are suspended. UNCLASSIFIED

The closing date for receipt of proposals is 13 November 2015. The acquisition was revised to three years from five years due to the time required for HCA approval. The D&F for Time and Materials task order is being staffed for PARC approval. 12/30/15 – All Evaluations complete 1/15/16 – CRB Award is projected 4 February 2016.
