AGENDA Overview MILCON Facilities Under Design MILCON Facilities Getting Ready to Advertise (Pre-Award) FSRM Program Acquisition Strategy

Overview No longer acquiring contracts through COS Districts, using some remaining capacity. MILCON program strong in Fy13/Fy14, reduced in out years Air Force still in Strategic Pause Increase in FSRM (O&M) at JBLM AFCEC centralizing Air Force O&M

Military Installations JB LEWIS McCHORD FAIRCHILD AFB MALMSTROM AFB Seattle District has worked very hard over the past years to meet the needs of our military installation customers. That effort has included fostering close relations at all levels between District and installation people, connecting also with MACOMs and MajComs and delivering quality projects. In return we’ve been recognized, particularly by the Air Force, with awards for design and construction management excellence. But we can’t rest on past success. We must continue to deliver with excellence, not only at our five major installations, but also at smaller ones like Umatilla Depot, Yakima Training Center, Manchester Fuel Depot and Camp Bonneville, and in support of Armed Forces Recruiting in four states. We also strive to deliver excellence in our nationwide missions managing projects for CFSC and providing Historical Preservation expertise. YAKIMA TC MOUNTAIN HOME AFB

JBLM FY13 FSRM Program Installation Support FY13 Estimated Regular SRM $50M Reimbursable $8M Special funds $14M Total $72M $10M in FY12 Design awards translates to $60M estimated construction awards for this year ready to advertise by 3QFY13 Working to shift Design back into FY-1 to support less last minute construction acquisition At risk projects Tank Maintenance and Repair ($60K), Tank Inspection and Certification ($220K). Both of these are services projects which require additional effort to establish performance work statement. ITAM (Integrated Training Area Maintenance) ($2M) Work initially came in from Range Control and not through Public Works work request process. PW challenged appropriateness of work and funding type. Corps proceeded with preparation for acquisition. PW worked through appropriate site use and approved work order. RFP was issued, site visit with contractor resulted in concerns the contract tool may not be the right tool for the work to be performed. Assessing path forward.

Acquisition Strategy Regional Multiple Award Task Order Contracts (MATOC) Will be used on only a few FY13 Projects Local MATOCs To be used were it makes sense $10 Million Limit per Task Order Local Competitive Contracts Small Business To be used to the maximum extent possible
