Rural Sheriffs ► Sheriff’s both rural and urban have different challenges when man made and natural disasters occurs. ► Rural Sheriffs struggle with lack of cellular and data communications because of the lack of rural infrastructure. ► In hard to reach areas of the county where cellular is non existent satellite is the only option but usually is too expensive. 1

Urban Sheriffs ► Urban Sheriffs compete with civilians for available cellular and data resources. Wireless Priority Service (WPS) is the only option and is very expensive with a per minute charge, and only if a connection can be obtained. ► Man made and natural disasters stretch resources.  Prime example: influx of people/devices during sporting event. ► Natural disasters create high usage for both voice and data such as the recent tornado’s that hit Oklahoma City and Moore, Oklahoma. 2

Mobile Data ► Oklahoma Law Enforcement through the efforts of Oklahoma County Sheriff’s Office have a statewide mobile data system that enables two applications:  MobileCop  Mobile Rescue ► MobileCop provides access for Law Enforcement first responders to real time data and provides inter communications between units. ► Mobile Rescue performs a similar function without NCIC, NLETS, OLETS for the first responder community ► MobileCop and Mobile Rescue are interoperable 3

MobileCop ► Today there are over 190 agencies participating, including State, County, City and Tribal Agencies utilizing the mobile data system which covers the entire state ► Oklahoma Highway Patrol is one of the major users. 4

Future Use of Network ► A dedicated broadband network for first responders will give us the ability to stream video from:  Dash Cams  Body Cams  Cellular Devices  Access to Building plans and occupancy  As well as other data resources  Will also give first responders the priority that existing cellular companies can’t give us to broadband communications. 16

Conclusion ► Broadband communications are essential to day to day operations as well as incidents and planned events ► A dedicated network provides the access to information reliably that first responders have come to expect ► Enhances efficiency and performance of first responders 17
