Pestalozzi Children‘s Foundation emPower 2012 Project Cycle Management (PCM) Chains of effects and Logframe Lecturer: Rahel Hürzeler

 Review of yesterday by the students  Objectives of the day  Introduction chains of effects  Group work: Chains of effects for the emPower programme  Link from chains of effects to Logframe  Introduction PCF template Logframe  Individual work: Critical reflection about the Logframe for a PCF project of your organisation  Discussion about indicators Programme Monday, August 20, 4th day

 You understand the model “chains of effects”  You are able to elaborate chains of effects for a project/programme  You know the PCF template for a logframe and you are able to read and elborate a logframe  You are able to identify OVI-SMART indicators Objectives of the Day PCM module: Chains of effects, Logframe and Indicators

Throwing a stone…

The chain of changes caused by inputs resulting in effects on different levels. These effects are again causes for changes on the next levels. Chain of effects

Common understanding of terms Impact Impact is the long-lasting (positive or negative) change/s to individuals or institutions as a (intended or unintended, direct or indirect) result of a project or programme. Outcome An outcome is the change/s in a person or a situation within project/programme lifetime, as a result of project/programme inputs and outputs. Output An output is a tangible product which has resulted from a project/programme input (e.g. a curriculum, manual, trained person, building). Direct results of inputs. Input The inputs to a project/programme are the funding, material items and human resources provided in order to enable the results to be achieved (means invested e.g. time, funds, energy, know-how)

Example Chain of Effects „Teacher Training“ Hypothesis of Impact Children in Ethiopia, especially socially and economically marginalised children, are able to lead a self-determined life and exercise their rights through the access to quality education. Outcome The child-centred methodology is applied in all Ethiopian partner schools. Output Number of teachers trained in child-centred methodology. Inputs Number of high-quality teacher trainings held about child-centred methodology (others: Training Needs Assessment, Classroom observations, Finances, Human resources, Manual, Mentoring, peer reviews, logbooks)

Group Work: Chains of effects emPower Groups: 3 – 4 persons Objectives/steps:  Formulate one project outcome for the emPower programme.  Identify the different inputs  Discuss the effects of these inputs on output level. List 3-4 outputs which the emPower programme should achieve.  Illustrate the chains of effects in the emPower programme with symbols on a flipchart. Explain the concrete inputs, outputs and outcomes beside the symbols.  Prepare a 5 minutes presentation of the chains of effects for your colleagues

Please present your chains of effects

Outcome of PCF country programme Project outcome (9-year)Quantitative and qualitative indicators Sources of information/means of verification Risks and assumptions Project outcome for this phase (3- year) Quantitative and qualitative indicators Sources of informationRisks and assumptions Project outputs (Please formulate 1-4 outputs of the project) Quantitative and qualitative indicators Sources of informationRisks and assumptions Output 1Risk(s):  Assumption(s): Output 2Risk(s):  Assumption(s): Output 3Risk(s):  Assumption(s): Output 4Risk(s):  Assumption(s): [BS1] Explanations in brackets can be deleted in the end.[BS1] Introduction: Logical Framework (Logframe)

Exercise: The Logframe of your Organisations 1)Individual Work (15 min): Study the logframe of your organisation (or the logframe of your colleagues organisation), especially the logical link between outcome and outputs. Identify questions, difficulties and critical points with regard to this Logframe. 2)Peer review (30 min): Discuss the logframe with your colleague. Ask you questions and elaborate together recommandations to adapt/improve the logframe.

OVI SMART Indicators  Objective Verifiable Indicators  Specific, Measurable, Accessible, Realistic, Time-Bound

Exercise: OVI SMART Indicators Time: 25 minutes Discuss in groups the outcome for this project phase as well as one output of the Logframe Behibret Ethiopia. Fill in the -OVI SMART indicators -Sources of information -Risks and assumptions
