UNECE UN/CEFACT Background  Single Window in Swedish Customs was established as a consequence of the computerization starting in  Electronic communication early showed great potential if seamless process were to be achieved.  Customer requirements initiated the process and development of a true Single Window environment.  Added value through governmental integration of eServices.

UNECE UN/CEFACT  Enabling Single Window, assessments were made according to:  Volumes  Benefits  Users  Costs  Dialogue with customers and other public services. Design and development process

UNECE UN/CEFACT  Swedish Customs is responsible for monitoring all international and national legislation related to border-crossing.  Therefore Customs is the logical interface between the Business community and other public services.  Information is gathered by Swedish Customs on behalf of more than 30 different authorities (import VAT, trade statistics, monitoring of licenses, pets, weapons etc. Structure and services

UNECE UN/CEFACT Technology  Swedish Customs Single Window solutions are available using different technologies: o EDIFACT o Internet o Mobile solutions  Single Window solutions are available to customers regardless of technology, investments or other prerequisites.

UNECE UN/CEFACT Participants  Swedish importers, exporters and brokers.  National Board of Taxation.  Statistics Sweden.  National Board of Agriculture.  National Board of Trade.  European Union.

UNECE UN/CEFACT Clients  Swedish Customs Single Window is used by importers, exporters, brokers and other stakeholders in the process of international trade.  Annually 94 % of all Customs declarations are submitted using a Single Window solution.  Automated processes forward necessary data to other concerned authorities.

UNECE UN/CEFACT Business model  The Virtual Customs Office, including Single Window solutions, is financed within existing budgetary means of Swedish Customs.  eServices of Swedish Customs is free of charge and no user fees are applied.

UNECE UN/CEFACT Results  Major benefit: automatic clearance of Customs declarations o For trade: release times 90 seconds o For trade: no requirements for supporting documents o For trade: one interface regarding all information related to international trade. o For Customs: reallocation of resources o For Customs: improved collection  For all: creation of a level playing field.

UNECE UN/CEFACT What are your future plans for the Single Window?  Continue efforts of full integration.  Explore new possibilities of data collection.  Careful monitoring of efforts within EU.  Continuous dialogue with other public services to facilitate submission of data.  Establish Single Window independent of technology.  Establish Single Window for enforcement.  Continue developments regarding track & trace.
