1. INTRODUCTION  M&E Unit within Dept. International Cooperation is an MIE to implement the Evaluation Function Component and Core Teams.  After POC has been cancelled by the RGC the component needs to be restructured  D/ICO had proposed to make ADDENDUM TO CEDEP I and CEDEP – Evaluation Function Component and Core Teams to EIF ES and UNOPS, to be discussed on Feb 17, 2014 (officials to be replaced and seconded by national consultants in each key line ministry

2. TRACKING PROGRESS AGAINST TRADE SWAp Logframe  Since this M&E component started, NIU has found it difficult to contract an M&E national consultant working part time job.  In late August 2013, NIU has contracted a part- time M&E national consultant.  Through her contract, she is working closely with the three MIEs under CEDEP I to keep track all progress works from Milled Rice and High Value Silk components.  Due to our busy schedule and heavy worked load, the NIU will produced an annual report CEDEP I M&E Component and share with the two MIEs.

3. NIU’s capacity to disseminate progress under Trade SWAp & Challenges  Two young M&E officials are now being trained by a national consultant through on the job- training.  They were jointly provided field training with TDSP M&E International Advisor and hand-on training  These officials are now involving drafting this M&E component.

3…CHALLENGES  The current result framework (logframe) and KPI of CEDEP I Project needs to be revised to reflect a newly updated Trade SWAp roadmap  Delayed in providing the capacity building on M&E unit officials due to limit/unavailability of part-time M&E national consultant in the market.  Dissemination activities, therefore, it has not been carried out yet.

EIF Tier 2 – CEDEP I Milled Rice Activities (1) Period: January – June 2013 Actual spent as by June 2013: US$94,000 Cambodia Rice Sector Support Project Rice Export Promotion Build capacity of rice exporters; and improve the business enabling environment through the creation/support of rice exporters association. Identify five new export markets (in addition to EU and Russia). Develop and promote Cambodian rice brand/brand identity. Rice specifications/standards. Food Safety Management system (ISO 22,000, HACCP etc). 730th IC, 12/02/2013

EIF Tier 2 - CEDEP I Milled Rice Activities (2) THAIFEX 2013, Bangkok, Thailand. CAM milled rice standards. 1 st Rice Festival at Siem Reap. Four new markets have been identified included- Croatia, Israel, Cyprus, Ireland. Cambodian Jasmine rice won the award for world's best rice at the 2013 Rice Traders World Rice Conference held in Hong Kong, activity supported by the EIF CEDEP 1 project and EU Trade Fair. Food Safety Management system (ISO 22,000, HACCP etc). 30th IC, 12/02/20138

4. CONCLUSION  CEDEP I result framework will be updated once the Cambodia’s DTIS is officially announced to use.  DICO encourages the ITC Silk team to keep working in close relation with the national M&E consultant and the M&E Unit and support necessary information and report.
