Lisbon Treaty Dec 2009 the EU had a “soft” competency in sport

What did this offer then? EU programme backed with a budget Promotion of sport for health and education EU to speak with one voice on sport Acknowledged the specificity of sport Fairness and openness in competition Co-operation between sporting bodies Protecting sports participants

Specificity Sport is and should be subject to EU Law Sport is however different in many ways and this must be taken into account Sets out its difference in its rules The structure of sport has its own autonomy

White paper-rules of the game rules fixing the length of matches or the number of players on the field of play; rules concerning the selection criteria for sporting competitions; rules on ‘at home’ and ‘away from home’ matches; rules preventing multiple ownership in club competitions; rules concerning the composition of national teams; rules against doping; and rules concerning transfer periods
