FY 2006 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FIVE YEAR ACTION PLAN The City of Texarkana, Arkansas ANTICIPATES that the U.S. Department of Housing and Urban Development will allocate Community Development Block Grant (CDBG) funds in an approximate amount of $363,745. Agencies, organizations, public institutions and all citizens are invited to attend public hearings for the intent of providing input for budgeting of expenditures of funds administered by the Housing and Community Development Department annual Action Plan for the next five years.

Texarkana, AR CDBG Areas in the City Limits Four (4) public hearings are scheduled at the following times and locations: Tuesday, October 11, 2005, at 6:30 p.m Rose Street – College Hill Community Development Corporation Saturday, October 15, 2005, at 10:45 a.m. 204 East 14th Street – Sandflat Glendale-Shannon Neighborhood Center. Monday, October 17, 2005, at 7:00 p.m. 216 Walnut Street -- City Boardroom Thursday, October 27, 2005, at 6:30 p.m Couch Street -- Oman Ingham Iron Mountain Neighborhood Center
CDBG Overview SUMMARY: On November 15, 2005 the Housing and community Development Department will submit its Annual Action Plan for 2006 to the Regional HUD office. It is anticipated that the HUD allocation will be reduced; however, HUD request that we plan on the previous year’s allocation which is $363,745 based on funds allocated last year (2005). Please accept these recommendations at this time until further notice. There are projections of 3-5% decrease all the way up to a 10% reduction. HCD did not solicit applications for 2006 CDBG funds. The plan is to fund in 2006 what was funded in 2005 with a strong concentration on affordable housing and program delivery costs– new construction, re-construction and rehabilitation. A five year plan will also be submitted with the Annual Action Plan. Four public meetings were held in the City to provide information to residents and receive input for the residents also. A Community Advisory Council was established with residents that represent all of the low-moderate neighborhoods to give collective recommendations also. Attached please find budget recommendations that meet with the expenditure caps required by HUD and a map of the CDBG areas.
