Must be Consistent With: the existing Regional Planning Guidelines 2010 – 2022 later with the Regional Spatial and Economic Strategies (RSESs) to be prepared by the Regional Assembly new National Planning Framework to replace the NSS the County Development Plan current Government Economic Development Policy e.g. Medium Term Economic Strategy 2014 – 2020 and Enterprise Strategy Making It Happen – Growing Enterprise for Ireland as well as Action Plan for Jobs LECP needs to be sufficiently resilient to allow for possible changes in scenarios on which policy is based.

Stage 3 – Develop Objectives and Actions Develop detailed objectives for the economic and community elements of the plan underpinned by clear measurable actions Advisory Steering Group to prepare SPC and LCDC agree objectives and actions Advisory group submitted a final draft incorporating the statement and goals, objectives and actions for consideration by the Municipal Districts and Regional Authorities Vision A qualitative statement of the broad direction which economic development should take Goal A concrete manifestation of the Vision e.g. 'eliminate involuntary out-migration' Economic (SEDO)/Community (SCO) Objectives A specific action on a thematic/sectoral basis e.g. 'create a certain level of employment' or 'improve employment quality' Target - A quantified statement of what is to be achieved and when e.g. 'x% increase in employment' or 'x% growth in training' Action Quantified /qualitative statement of a specific action to be carried out by a specified date e.g. 'develop an enterprise centre by 2020 '

Stage 4 – Finalise Plan On Public Display July 15 th – Aug 17 th September – Workshop with Council Members SPC and LCDC considered and adopted final draft (revised following consideration by MDs and NWRA) Screening Completed Final Draft sent to NWRA Local Authority to adopt the final draft of the LECP Final plan submitted to the Minister and published by the Local Authority.
