ETA Innovation Academy WIRED: A Strategic Approach to Talent Development National Apprenticeship Meeting September 25, 2007

ETA Innovation Academy Today’s Objectives Understand the WIRED strategy, framework and workforce system transformational elements Identify strategies Apprenticeship can use to serve as a key partner and catalyst in the WIRED framework Decide on some action steps to take to further transformation of the workforce investment system

ETA Innovation Academy America is witnessing one of the greatest economic transformations in history Revolutions in technology, digital information and communications Globalization is fueling growth, which is fueling demand for talent The key competitive differentiator among world economies will be talent Employers emphasize the need for knowledge workers with specialized skills – including the ability to innovate Growth is creating critical infrastructure needs – and those needs are driving dynamic growth in demand for skilled trades workers too.

ETA Innovation Academy Over the course of history (70 years – congratulations!), Apprenticeship has a long tradition of collaborating with industry to train America’s workers

ETA Innovation Academy “China’s size does not merely enable low- cost manufacturing; it forces it. Increasingly, it is what Chinese businesses and consumers choose for themselves that determines how the American economy operates.” —Ted Fishman/“The Chinese Century”/ The New York Times Magazine / Welcome to the “flat” world!

ETA Innovation Academy Globalization brings new challenges to American workers as we face intense competition from new sources. What employers need:  90% of fastest growing jobs require education & training past high school.  75% of those jobs require a college degree; only 30% have one. Is reflected in site selection surveys:  Availability of skilled labor (90.9%)  Lower labor costs (89.9%)

ETA Innovation Academy “There is no job that is America’s God-given right anymore. We have to compete for jobs.” — Carly Fiorina, former Hewlett Packard CEO

ETA Innovation Academy To maintain our competitive advantage, America must continue to innovate.

ETA Innovation Academy Three key pillars for a winning strategy combined at the regional economic level Capital Investment & Entrepreneurship Infrastructure Talent Development

ETA Innovation Academy A talented, well-educated, highly-skilled workforce is one key factor of ensuring our nation’s future competitiveness. “American businesses, government, workers and universities face an unprecedented acceleration of global change...” —INNOVATE AMERICA: National Innovation Initiative Report, December, 2004 Council on Competitiveness

ETA Innovation Academy The WIRED approach is a comprehensive strategy to develop regional talent development systems that drive regional economic competitiveness, job growth and new opportunities for American workers. Pre-School, K - 12 Higher Education Industry Workforce System Other Adult Education Lifelong Learning

ETA Innovation Academy Lesson 1: Understand the WIRED Strategy In this lesson you will learn:  Key terms  A common sense approach to address critical industry skill gaps  Components of the WIRED Framework

ETA Innovation Academy Building Blocks for a National Response Talent Development System (WIRED as catalyst) Community- Based Job Training High Growth Industries Demand Driven

ETA Innovation Academy Job Training vs. Talent Development Job Training:  Job training is transactional  Individually focused  Jobs that exist NOW  Immediate results  WIS operates more independently Talent Development:  Talent development is strategic  Sector focused  Designed to CREATE jobs  Longer-term, sustainable results  WIS operates with and through partners  Transformative in nature

ETA Innovation Academy Regional Economies Do represent a broad collection of assets  Foster innovation  Offer a global competitive advantage Do require regional talent development approaches Are not defined by po- litical and geographic boundaries Do not necessarily align with workforce areas, community college catchment areas

ETA Innovation Academy A common sense approach for talent development The WIRED Framework has been put forward as a response to re-energize communities hard hit by global economic conditions. Do you agree that these conditions demand a bold, new approach? Does apprenticeship have a role? How would you address a critical industry/ workforce skill gap?

ETA Innovation Academy Those ideas (and more) are part of the WIRED strategy!

ETA Innovation Academy WIRED Regions and WIRED Strategic Framework

ETA Innovation Academy The WIRED framework integrates workforce development, economic development and education regionally

ETA Innovation Academy Identify the Regional Economy Identify the surrounding communities and counties that share a regional economy. Continually assess and reassess the boundaries to include assets, organizations and resources necessary for growth!

ETA Innovation Academy Core Leadership Group other regional champions planning entities investors & entrepreneurs business & industry leaders foundations economic & workforce development organizations state & local government leaders faith-based & community organizations philanthropic organizations education entities research & development laboratories CoreLeadershipGroup

ETA Innovation Academy SWOT Analysis Goal: To fully understand assets in region & challenges/gaps that need to be addressed. Tool: Asset Mapping Roadmap Guide Strength s Weaknesse s Opportunities Threats

ETA Innovation Academy Lesson 2: Support transformation of the workforce investment system In this lesson you will:  Learn critical “Elements of Workforce System Transformation”  Take a pulse check of where Apprenticeship stands in this transformation  Celebrate success achieved already!

ETA Innovation Academy WIRED Transformational Element #1 The workforce investment system at all levels operates as a catalyst to bring together strategic partners to operate in the WIRED Framework and integrates workforce development, economic development, and education.

ETA Innovation Academy WIRED Transformational Element #2 The workforce system operates as a talent development system; it can no longer be defined as a job training system. Its goal is an educated workforce on a U.S. or global standard.

ETA Innovation Academy Workforce system formula funds must be transformed, providing the opportunity for post- secondary education for lifelong learning opportunities aligned with the region’s talent development strategy. WIRED Transformational Element #3

ETA Innovation Academy The workforce system can no longer operate as an array of siloed programs and services. WIRED Transformational Element #4

ETA Innovation Academy Workforce investment boards must be structured and operate on a regional basis and be composed of regional strategic partners who drive investments, aligning spending with a regional economic vision for talent development. WIRED Transformational Element #5

ETA Innovation Academy Economic and workforce development regions must be aligned, and these regions should adopt common and innovative policies across the workforce, education, and economic development systems and structures that can support talent development and the regional economy. WIRED Transformational Element #6

ETA Innovation Academy The workforce investment system must be agile enough to serve the innovation economy, recognizing the reality that 2/3 of all new jobs are created by small businesses. WIRED Transformational Element #7

ETA Innovation Academy The workforce investment system must actively collaborate with:  Economic Development  Business  Education Partners In order to:  Create new knowledge about regional economies  Support strategic planning  Routinely track economic condition  Measure outcomes  Benchmark economic competitiveness in the global marketplace WIRED Transformational Element #8

ETA Innovation Academy Group Discussion: Food for thought:  What relevance DOES Apprenticeship currently have for these elements?  What relevance SHOULD Apprenticeship have for these elements in the future?

ETA Innovation Academy Lesson 3: Introduce the WIRED Blueprint In this lesson you will:  Learn the WIRED Blueprint, Six-Step Process  Understand where you might add value.

ETA Innovation Academy 34 The WIRED Blueprint: A Six-Step Process for Transformation

ETA Innovation Academy 35 Where does Apprenticeship fit in? Opportunities for Change and Innovation

ETA Innovation Academy In Summary: Globalization brings new challenges to American workers as we face intense competition from new sources. The WIRED approach is a comprehensive strategy to develop regional talent development systems that drive regional economic competitiveness, job growth and new opportunities for American workers WIRED has been a catalyst for the development of a regionally-based response to global economic conditions – one that focuses on building a broader Talent Management Strategy to fuel economic growth!
