COLLABORATIVE DECISION MAKING What is it and how to apply and benefit from it
COLLABORATIVE DECISION MAKING Collaborative Decision Making (CDM) is an approach for making better decisions that: Brings the right people together; Enables them to work collectively from a common picture with better information; In order to develop a shared understanding and mutual commitment; And ultimate improve both the safety and efficiency of operations.
HOW MUCH CAN CDM SAVE? The short answer: The (slightly) longer answer: A lot, much more than it costs The (slightly) longer answer: CDM is an umbrella term, and while there are standards for parts of CDM in certain environments (like EUROCONTROL Airport CDM), many different approaches and solutions can be classified as CDM As such, the savings vary depending on what is implemented and what operational conditions are present (i.e. traffic load, delay severity, resource availability)
CASE STUDY: NEW YORK JFK INTERNATIONAL AIRPORT Using Saab’s Aerobahn CDM Suite, the Port Authority and flight operators at JFK are achieving significant taxi time reductions and cost savings Airlines at JFK are saving an average of $15.6 million per year in fuel costs alone, combined with a reduction of 32,000 metric tons of CO2 emissions The airport is making better use of its resources and providing a better experience for passengers traveling through JFK And the FAA is provided a better sequence of aircraft in order to optimize runway usage and throughput * Savings were verified by an independent analysis from Massachusetts Institute of Technology (MIT) Lincoln Labs
CASE STUDY: EUROCONTROL Airport CDM Cost Benefit Analysis In EUROCONTROL’s cost benefit analysis, they estimated their A-CDM concept provides on average a 9 to 1 return on investment https://www.eurocontrol.int/sites/default/files/content/documents/nm/airports/acdm-cba.pdf
CDM PROVIDES BENEFITS FOR ALL STAKEHOLDERS Because collaborative decision making improves the overall system, all stakeholders benefit, just in different ways ANSP Passengers CDM Aircraft Operators Airport Operator Ground Handlers
CDM PROVIDES BENEFITS FOR ALL STAKEHOLDERS More predictable operations Reduced fuel burn and emissions Reduced delays Better resource utilization Greater ability to prioritize flights Happier customers And many others… Airlines
CDM PROVIDES BENEFITS FOR ALL STAKEHOLDERS Improved utilization of runways and airspace Increased flight compliance with air traffic flow management programs Reduced workload and voice communications – more heads up time Improved safety And many others… ANSPs
CDM PROVIDES BENEFITS FOR ALL STAKEHOLDERS Improved resource utilization (airfield, de-icing pads, gates, vehicles, etc.) Reduced emissions and engine noise Better coordination of maintenance events Reduced airport delays More attractive airport for carriers (lower operating costs) Happier customers And many others… Airport Operators

A3000 OpsVIEW A3000 A-SMGCS add-on that extends basic situational awareness to users outside of the ATCT Enables a greater return on investment by enabling surface surveillance use beyond direct air traffic control Can be a stepping stone into more advanced Aerobahn CDM solutions, or for smaller airports, it can remain a sufficient solution
SAFE Security management system for critical infrastructure protection and emergency response This is often an independent function from air traffic and flight operations, but as airports are centralizing functions and consolidating information systems, the integration of SAFE and Aerobahn products can provide a more comprehensive picture
