Criteria for the Recognition of NIRs in the APNIC Region NIR Meeting APNIC14, Kitakyushu, Japan 4 Sept 2002

Background NIRs originally established under APNIC “confederation” structure –CNNIC, JPNIC, KRNIC, TWNIC, APJII (ID) –New NIRs suspended in 1998 due to need for development and alignment of policies NIR status today –Close liaison between APNIC and NIRs –NIR meetings now open and well established –Staff exchange and other cooperation –Policies and operations now functioning well

Principles NIRs serve community of users within “national” boundary –Defined by ISO-3166 system –Only one NIR may exist per ISO code Candidate NIR should be selected by its national constituency –However APNIC EC is responsible for recognition NIRs operate within APNIC policy framework –Must implement global and regional policies –But may implement local procedures ISPs should have choice of registry –NIR always recognised as “first choice” –APNIC and NIR to cooperate fully to support ISP choice NIR is a member of APNIC

Endorsement and Recognition NIR candidate should be nominated or endorsed by national Government –APNIC cannot intervene in national affairs –Government will be influenced by consensus support and other factors NIR recognition is APNIC EC responsibility –As representatives of APNIC Members –In accordance with this document

Organisational Model Non-profit structure Neutrality –NIR must hold a neutral position –NIR should not be an ISP –Able to apply policies objectively Funding –Stable funding model and funding base Capacity –To implement policies and to operate reliably –Sufficient technical and staff capacity

Resource Policies NIRs must comply with Asia Pacific policies for resource management –Substantive policy changes must come to APNIC Open Policy Meeting –Must apply policies objectively and with neutrality at all times Procedures may be adapted to local conditions –Language, technology etc

Recognition APNIC EC is responsible for recognition –Secretariat to implement application process Withdrawal of recognition –EC responsibility –Based on national request, or serious problems Change of recognised NIR –New NIR application is submitted, after recognition of existing NIR withdrawn by request Dispute resolution –Existing mechanisms may be used –Defined in APNIC Bylaws

Next steps Seek consensus at APNIC Member Meeting Finalise NIR Criteria Policy Document –Incorporating any amendments –Integrate with Operational Policy document? Secretariat to implement application process –Within 3 months of consensus NIR new applications to be accepted –After implementation is complete –Application timelines tbd
