National Action Plan Basic documents «On National Information Communication Technologies Strategy ( ) for development of the Republic of Azerbaijan» The Decree of the President of the Republic of Azerbaijan February 17th, 2003 On development of National Action Plan for the implementation of «National Information Communication Technologies Strategy» Order of the Cabinet of Ministers of the Republic of Azerbaijan June 5, 2003

National Action Plan Goals The key goal of the National Strategy is to assist country’s democratic development and to create favorable environment for the transition to the information society through widely applying of ICT Building the information society is a complex process. Its successful implementation requires effective use of the involved political- administrative, financial, human, technical and other resources, correct selection of priorities and directions of activities, control and coordination of all conducted work.

National Action Plan Present situation Some ICT projects development on e-Government: –The state automated “Elections” system was developed and ICT has widely been using in elections since 2000 –Modern ICT was widely used in the project “National Passport System of Azerbaijan” –“Data Transmission Network and Automated Control System” was created in customs system to improve management and procedures –Modern ICT was widely used during admission process to the institutes of higher and vocational education

National Action Plan Present situation Some current ICT projects development on e-Government: –formation of National register of State employees (EU Tacis Civil Service Reform Project) –formation register of legal documents (EU Tacis Restructuring and reforming of the apparatus of the Cabinet Ministries project) –reformation of provision of pensions system (State Social Protection Fund) –restructuring of budget and financial system (Ministry of finance, the Treasury ) –development web sites of Ministry of Taxes and Ministry of Communications

National Action Plan Present situation Representation of the state organizations of the Republic of Azerbaijan in Internet gov.az gov.az –Since 2000 the free of charge registration of domain gov.az for state organizations is provided. At the present time 40 state organizations have got subdomains under gov.az domain –more than 80% ministries and about 60% state committees have got web sites

National Action Plan Perspectives 15. E-government a) Implement e-gov strategies focusing on applications aimed at innovating and promoting transparency in public administrations and democratic processes, improving efficiency and strengthening relations with citizens. b) Develop national e-gov initiatives and services, at all levels, adapted to the needs of citizens and business, to achieve a more efficient allocation of resources and public goods. c) Support international cooperation initiatives in the field of e-gov, in order to enhance transparency, accountability and efficiency at all levels of government.
