RELEVANT DECISIONS 1.At the 38th ASEAN Ministerial Meeting (AMM), Indonesia expressed its interest to host the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) in Jakarta. 2.The 38th AMM tasked the ASEAN Standing Committee to look into the offer and settle this issue as soon as possible. 3.The Meeting also noted that one of the activities under the current phase of the ASEAN-UNHCR project include the conduct of a preliminary study on the AHA Centre. The Meeting noted that Indonesia will discuss details of the study with the ASEAN Secretariat 4.At the 8 th ADCM meeting in Phnom Penh, Cambodia, September 2006, the Meeting noted the ASEAN Secretariat Information Paper on the Assessment of Resources and Capacities in ASEAN Member Countries and Organisations in the Region to Support the AHA Centre. 5.The 8 th ACDM Meeting also recognised the need to have consultations and exchange of ideas regarding the establishment of the AHA Centre. The Meeting therefore agreed to hold a regional workshop in the second week of December 2006 in Indonesia

ASEAN AGREEMENT ON DISASTER MANAGEMENT AND EMERGENCY RESPONSE Article 19 ASEAN Co-ordinating Centre for Humanitarian Assistance 1.The ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) shall be established for the purposes of facilitating co-operation and co-ordination among the Parties, and with relevant United Nations and international organizations, in promoit in promoting regional collaboration on disaster management and emergency responses. 2.The AHA Centre shall work on the basis that the Party will act first to manage and respond to disasters. In the event that the Party requires assistance to cope with such a situation, in addition to direct request to any assisting Entity, it may seek assistance from the AHA Centre to facilitate such request. 3.The AHA Centre shall carry out the functions as set out in ANNEX and any other functions as directed by the Conference of the Parties.
