What is COMPRO The aim of COMPRO is to enhance the development of the clean vehicles market (CNG and hybrid) taking action on the demand side and creating a constructive dialogue with the supply. In concrete terms COMPRO analyses the conditions for a common procurement of clean collective and public service transport vehicles at European scale by creating an international buyers consortium of local authorities.

Who is involved COMPRO gathers an initial number of 4 local authorities: Nantes Metropole (+ Semitan) Bremen (+BSAG) Emilia Romagna Region Gatubolaget (Goteborg)

The Follower Cities WG COMPRO has opened the analysis to external cities, regions and public transport operators throughout Europe The possibility to join the activities is still open!

The whole study is implemented following a participatory process involving the automotive industry, national and local governments and public transport operators (within the Procurement Management Group) in order to keep COMPRO in line with the options available on the market and analyse the conditions for a Common Procurement from different perspectives: Demand side: convergence on common standards/specification Juridical perspective: homogeneisation of regulatory frameworks Supply side: attitude of the industry towards buyers consortia The participatory process

The PMG is composed of selected stakeholders representing different interests: National Bodies (Italian Ministry of Environment, ADEME-F) Regional Authorities (Regione Emilia Romagna) Local Authorities (Bremen, Nantes) Associations of local authorities (Polis, ICLEI, LowCVP) Operators (UITP, Transdev, Gatubolaget, ATM) Manufactureres (Bredamenarini, Volvo, MAN, Solaris, Irisbus) BEI Independent Expert The Procurement Management Group (PMG)

The COMPRO Approach

WHAT to buy? (definition of common technical specifications) Start from UITP Tender Structure for tendering of buses and related services, functional specifications to try to achieve common procurement standard; Proposition for a common clean bus = comparison of each city requirement: OK = I agree to buy buses with proposition of COMPRO standard KO N = I disagree to buy buses with proposition BUT it is negotiable KO NN = I disagree to buy buses with proposition and it is NON negotiable Details analysed: accessibility, driver cabin, life on board, emissions, safety, general caracteristics

From the decision to the implementation, what fields are related to local, national, European competency? Is it possible to identify minimum common requirements? Where the States cannot find agreements, can it be possible that large groups of cities push their own state to harmonize some vital norms towards truly trans-national procurement? HOW to buy? (definition of the juridical framework)
