Part II. CB needs - executive leaders (ministry-level).  Question 1. Executive leaders of tiger range countries need skills and knowledge to address the conservation and development issues affecting tiger conservation. In your opinion, what are the most important capacity building tools needed for decision makers and leaders that will help them achieve conservation and sustainable development?  Question 2. What kind of content and structure should leadership programs have to achieve conservation and development at the local, regional and international scales?
