WHERE WE ARE TODAY 3 January 18: Governor Brown’s State of the State Speech April 12: Revised Business Plan Approved  Support from Elected Officials & Business Leaders May 29: Board Names Jeff Morales as CEO July 6: Legislature Appropriates Funds for Project July 18: Governor signs SB 1029 September 19: Feds Approve HSR Merced-Fresno Route September 21: White House announces it will expedite review of next phase

BUSINESS PLAN Phased Implementation Blended system, fully integrated Initial Operating Segment by 2022; one-seat ride by 2029 Early investments, early benefits Cap-and-Trade backstop

JOB YEARS 5 Phase 1 construction – Average 66,000 jobs annually for 15 years 2,900 permanent operations jobs for Phase 1Blended 30% Small Business participation goal; 10% DBE; 3% DVBE

CHSRA SB/DBE PROGRAM GOAL 6 SB/DBE overall goal is 30 percent Objectives apply to all components within the Authority, and all Contractors/Design-builders on existing and future contract awards, regardless of race, color, national origin, and gender 30% Small Business Goal 30%

A COMMITMENT TO DIVERSE SMALL BUSINESSES 7 The Authority has an obligation to seek out SBs for contract bids Businesses that are incorporated in this Program include: Disadvantaged, Minority and Women-Owned Firms (as recognized protected groups under the US DOT DBE Program) Disabled Veteran Business Enterprises Micro-Businesses

FUNDING 8 Appropriation of Prop1A funds: $2.7B for initial construction; $819M for State Rail Modernization; $1.1B for Early Investment (includes $500M for SoCal)

9 STATEWIDE RAIL MODERNIZATION PLAN $900 Million for Southern California transit projects LA Metro - $115 Million for Regional Connector in Downtown Los Angeles Metrolink - $89 million for new or improved trains San Diego MTS - $152 million to modernize Blue Line light rail North County Transit District - $60 million for Positive Train Control

SOUTHERN CALIFORNIA MOU 10 Earmarks $1B in HSR funds for early investment projects Regional Projects, like LA Union Station Run-Thru Tracks Grade seps, double tracking projects identified/prioritized in each county Promotes interagency approach to develop blended system Calls for a coordinated plan to identify and obtain funding

SOUTHERN CALIFORNIA ACTION PLAN Prioritize connectivity from Bakersfield into the Southern California Basin (Close the GAP, reach Metrolink) Access funding Complete EIR/EIS Develop “Blended Approach” strategy with agencies Conduct station area planning now Implement “Early Investment” strategy with agencies Coordinate with operators (Metrolink, Amtrak, Caltrans, BNSF etc.) to streamline schedules and connections to HSR Continue EIR/EIS work on So Cal sections
