Vancouver3 Present Status  We’re behind schedule & getting further behind  had first plenary meeting in March and cut off new proposals that November  had first plenary meeting in March and has not even established a cutoff date for proposed solutions  The market has present needs our standard should be addressing  Proposed solutions are “waiting in the wings”  “The technical feasibility of such a system has been demonstrated by proprietary systems currently in deployment and trial.” (From our 5 Criteria charts)  We are hotly debating details of the Requirements document  No proposals have been forwarded since the approval of our PAR

Vancouver4 Report Card N Needs Improvement  How do we improve?… We need a paradigm shift in how we address our work  Use Requirements Document and Evaluation Criteria as guides, but do not hold up progress, requiring them to be polished  Respond to the urgency of the marketplace and of the opportunity  Establish a schedule driven by what can be done if we focus on urgency  Break up work so segments can proceed in parallel  Require detailed proposals in earliest possible timeframe

Vancouver5 Proposed Schedule  Finalize Requirements Document March 2004  Call For Proposals Issued following March meeting (Proposals to be submitted in May and July)  Cutoff for new proposals July 2004  First round evaluation and simulation of proposals through September 2004 interim meeting  Second round evaluation Sept - Nov 2004  Choose proposals to be incorporated November 2004  1st draft out for 30 day comment January 31, 2005 (assumes January interim meeting with two weeks to prepare the draft).
