The situation of the discussion regarding the scope of motorcycles and three- wheeled vehicles 1.Japan submitted the Definition of the Three-wheeled vehicles regarded as motorcycles in respect of emission control in Japan to EU for bi-lateral discussion on 24 August. (See EPPR-12-18, as reproduced in the following slides) 2.EC drafted the text of “STATEMENT”(former Part A of GTR) regarding the sequence of discussion how to treat the three-wheeled vehicles, including the phrase “at a minimum the following criteria should be taken into account for vehicle classification” which was taken the definition of three-wheeled vehicles regarded as motorcycles in Japan. (EPPR-12-19) 3.India made a proposal to amend Para.19(c) (iii) shown as below. (EPPR-13-18) Sequence Proposal Japan proposes to amend Part I, Section 3. Scope, Para.19 in EPPR Rev.1 as follows. “…With regard to a three-wheeled vehicle of category 3-4 or 3-5, Contracting Parties agree that at a minimum the following criteria should be taken into account for vehicle classification as examples of three wheeled vehicles of Class 3-4 or 3-5: … (c)motor vehicles complying with the following criteria: (iii)the distance between the lines passing through the centres of the ground-contact sections of the outermost wheels on the axle on the same line is less than 460 mm; and… (keep the original text)” Justification For the proposal-1: “STATEMENT” is simply the explanatory note of discussion and it does not stipulate the definition for this Regulation. The definitions in this part are to be “taken into account” for vehicle classification. The above proposal clarifies this point. For the proposal-2: We would like to keep the original text of EPPR which also aligns with EPPR proposal-1 proposal-2

Definition of the Three-wheeled vehicles regarded as motorcycles in respect of emission control in Japan Three-wheeled motor vehicles which meet the three conditions below are treated as motorcycles in respect of emission control in Japan. A.In their straight-ahead condition, motor vehicles having two wheels which are placed on the same straight line and one (including dual wheels) or two (limited only to those provided only at one side of a motor cycle) wheels (hereinafter referred to as the “sidecar wheel”) or, B. Motor vehicles having a saddle-type seat, a handle-bar type steering system and three wheels, on which the side of the driver’s seat is of open structure. or, C. Of motor vehicles and motor-driven cycles, those which satisfy all of the following requirements shall be subjected to the application of the standards for motor cycles or two-wheeled motor-driven cycles: (1) Those with three or more wheels; (2) Those in which the arrangement of the wheels is symmetric with respect to the longitudinal centre line of the vehicle; (3) Those in which the distance between the lines passing through the centres of the ground-contact sections of the outermost wheels on the axle on the same line is less than 460 mm; and (4) Those which are constructed to turn with part or all of the wheels and vehicle body inclined. or, D. motor vehicles with an engine displacement of 50 cc or less reproduced from EPPR-12-18
