55 UNDAF Environment Priority Area Development Outcomes The Iraqi state has institutionalized policy and operational framework for the sustainable management and conservation of natural resources. (UNIDO, FAO, UNESCO, UN-HABITAT, UNICEF, UNDP, UNEP) The Iraqi state is responsive to climate change issues in line with its commitments to ratified international agreements. (WHO UNIDO, UNESCO, UN-HABITAT, UNICEF, UNDP) Government of Iraq has improved programmes for the prevention and control of pollution. (UNIDO, FAO, WHO, UN-HABITAT, UNICEF, UNDP, UNEP) Government of Iraq has institutionalized improved mechanisms to prevent, mitigate and respond to natural and man-made disasters. 11 Programmatic & Operational Considerations 11 Environment and climate change considerations compete for the attention of the general public and the government with other priorities. Development Dilemma – getting the right balance between development needs and environmental protection. Regional dimensions of certain Iraqi environmental issues (such as sandstorms, trans-boundary waters, marshlands) exceeds the mandate of the UNCT. The capacities of the MoEnv at central and sub national levels requires considerable strengthening for it to effectively play its information analyses, policy making and regulatory roles. Absence of environmental activism amongst Iraqi civil society.
