By: Said Kamal Mohmmed statistician Sector economic statistics, C.A.P.M.A.S Study on mobile phone use in the collection of survey data

Introduction:  The scientific progress and technological development quo Enter the world to the so-called mobile era, in which the means of technology has become travels with individuals and hand-held, and placed in the pocket of their small size, and is used facilitator in anytime, anywhere, and mobile phone comes in the forefront of these means, which has spread rapidly.

Introduction (cont):  With the development of these devices and the multiplicity of functions and spread their use dramatically compared to other electronic mobile devices, and with the development in various spheres of life, the right of this development the field of education, and it seemed many people claim to the need to take advantage of the services offered by these devices in the field of education and statistical process.

The factors of using mobile phone in statistical process; 1-the Unlimited proliferation of mobile phone and the using of internet in the world:  The number of Internet users rose in all regions of the world total, with an estimated today that there are about 2.5 billion user which is close to the proportion of 35 percent of the world's population.

The proportion of users are not evenly distributed between different parts of the world, at a time when some areas are struggling to reach the proportion of use is acceptable, especially in Africa and Central and South Asia, the regions where the use of internet rates up to record levels beyond the barrier of 80 percent, as is the case with the North American region. The reason here is due to the significant contribution Caused process through the use of the Internet by mobile.

 The number of mobile subscribers during the year 2013 by about 173 million subscribers, also reached the total actual contributions to 93 percent of the total world population. It also notes that the subscription ratio exceeded 100 percent barrier in some areas.

 Adoption of communication services to the Internet broadband (broadband) ratio as increasing and therefore it can now about 1.5 billion people around the world access to the Internet with a rapid flow through the mobile devices.

In Egypt  Mobile penetration rate to % at the end The period October-December 2014 compared to % at the end October- December 2013 at an annual rate change 7.29%  The total number of Internet users rose for every 100  To 56.24% of the population by the end of the period from October to December 2014 compared to 45.93% at the end of the period October -  December 2013 annual growth rate of 10.31%

2- Ease of geographical linkage In large surveys.  Most important characteristic of mobile phone is its close connection to the Internet, which can be linked through geographical area between surveys and the central assembly and ease of steering researcher in the field to the area to be scanned through the maps prepared for that.

 Raising the quality of the survey and the quality of the data collected in any level.  reduce the cost of the survey work and reduce the size of the (human resources)  Increase the follow-up and the provisions of the survey cycle mechanism throughout the work period  Reduce the time of the survey until issuance of statistical bulletin.. The target of using mobile phone in statistical process.

Most important achievements in capmas of using mobile phone in data collection: The idea: transition from field data collection method from printed forms for a mechanism to use new information technology devices ((Tablet)). first use was in Labor force survey (the first quarter) through a number 300 tablet device already provide them in collaboration with the Ministry of Communications and Information Technology

What has been implemented: building a data collection system to tablet and system audit the web NFL system and data on the Internet. Develop a detailed action plan to prepare for the survey and throughout the period of implementation. Develop a training plan for all elements of the scanning system and the preparation of the electronic system user guide.

The methodology used: The survey will be using the devices tablet in parallel with the traditional method of application for 3 months, after that switch using the tablet only. -Mail system is based on the role of automation survey the entire beginning of the survey to determine the framework for researchers and the end of the extraction of statistical reports. The system will save the surveyed family site geographically through the (Gps) and compared to the target families in the framework of the site to ensure the quality of coverage of the survey. Send the data of the surveyed family after reviewing using a tablet and then transported through the Internet connection to the central server.

 We faced a big problem in the beginning of using tablet.  The response rate was less than expected Do people refused to deal with the tablet holders researchers?  Or what happened.  I've analyzed the first experiment data. And it found that the response rate in rural households was high.  And that the response rate in urban households was low The problem

 And also by reference to the bulletin Education found that higher education rate in these areas is high.  The reason is due to the busy people in these areas to work throughout the day

Experimental Design

The most important results:

The most important results count: Data Quality – Text interviews led to less satisficing, more disclosure and greater satisfaction than voice interviews. – Automated interviews led to no more satisficing than human- administered interviews and more disclosure.

challenges and obstacles that face CAPMAS of using mobile phone.  Coordination between CAPMAS and other ministries, especially the Ministry of Communications and Information Technology.  Lack of training and capacity building for using mobile phone in data collection.  High cost of designing and training at the beginning.  Lack of awareness of the importance of statistics and its role in community development, which hinders cooperation between CAPMAS and other administrative authorities.  The difficulty of transferring data over the Internet in some places of the weakness of network coverage.
