Approved by the Food Planning and Monitoring Committee (FPMC) on 5 August 2008 Officially launched by the MoFDM and MoA on 28 May 2009 With participation of Ambassadors of USA and EC A major step towards a coordinated implementation and monitoring of the NFP, and better alignment of DPs interventions in line with Paris Declaration on Aid Effectiveness and Accra commitments The NFP Plan of Action ( )

The PoA and the new FS environment Increased market uncertainties (Prices, Trade) in addition to natural calamities/climate change Increased climate risks PoA Approach Balance between ST (subsidies, safety nets, PFDS…) and MT/LT (agricultural productivity/technological improvements; diversification, broad-based rural development/employment, resilience building) food availability and access strategies Sustained efforts towards better health and nutrition outcomes (diet diversification, food safety) Development of effective FS Information and Early Warning systems (weather/ markets) for informed FS policy-making and programming

Monitoring the PoA Why?  PoA meant to be a “dynamic document” responsive to changes  Monitoring = integral part of PoA implementation, as acknowledged by:  the Food Planning and Monitoring Committee  the revised NSAPR (Steps Towards Change, Aug ) – which requires to “strengthen coordination, monitoring and evaluation while implementing the PoA” (p.164)  Monitoring = essential to inform FS stakeholders about achievements, strategy/implementation gaps and provide guidance on needs for adjustments and further action

Monitoring the PoA The Monitoring Report 2009 Pilot effort to assess implementation progress : (a) towards NFP three core objectives (b) under the 26 PoA areas of intervention (achievements viz policy targets, recent policy developments/actions underway) in a systematic manner -A “Roadmap” produced in consultation with FPMU and partner ministries through the Food Policy Working Group and the 4 inter- ministerial Thematic Teams (TTs) - 20 further consultations of the TTs (selection/development of monitoring indicators – data sourcing) - Recent studies produced by Civil Society institutions (including under NFPCSP Research Grant Initiative) Prepared under FPMU leadership, with NFPCSP assistance on the basis of

Some lessons learned so far… Effective and sustained PoA monitoring process will require:  Strengthened commitment of partner ministries (through the FPWG/TTs) towards full institutionalization of NFP PoA monitoring (as recommended in the PoA)  Continued strengthening of capacities of key agencies involved in policy/program planning and monitoring (FPMU, IMED, GED)  Improved access to up to date and consistent information (Strengthening of FS information management; Mapping of FS interventions under by GoB, DPs and other actors…)  Further integration with NSAPR and forthcoming 6 th five year plan monitoring frameworks

Consultation objectives and outcomes  Present the draft Monitoring Report 2009  Elicit feedback on main findings For revision and submission to the FPMC before 31 December 2009
