78 Use of bean bag General guidelines Drop on the appropriate yard line. Serves as an aid to enforcement and not an absolute reference point. When to use Player goes out of bounds. Drop bag at sideline, keep officiating. End of a scrimmage kick. Fumbles beyond the line of scrimmage. Other times to aid in game administration.

79 Use of penalty marker Live ball foul Shoulder height; know which fouls require a spot and which don't.

80 Use of penalty marker Dead ball foul Throw flag high into the air, blow whistle to stop play. Reminder Flag should be tucked out of sight.

81 Administering penalties Referee Get complete information from covering official. Give preliminary signal to press box. Get decision from captain. If obvious, just tell him what he wants to do. Review enforcement with umpire. Give final signal to press box.

82 Administering penalties Umpire Secure game ball. Review enforcement with referee. Mark off penalty. Check with head linesman before putting the ball down.

Back judge Time 60 seconds. Be in position so referee can see you when you notify him 45 seconds have elapsed. U H LJ BJ

88 Between Periods Referee and umpire Handle the ball. Confirm down, distance, ball location. Head linesman Confirm down, distance, ball location. Manage chains. Head linesman to describe. Line judge Aid team on your sideline in changing ends of the field. Back judge Take charge of linesman's team. Time 60 seconds. Conferences are permitted.

89 Halftime Referee Signal clock to start after making sure LJ and BJ are timing intermission. Back judge/Line judge Give head coach at least a 3-minute warning to be back on the field. Make sure he hears you. Stay with teams and escort players back to field. Direct captains to end of field they warmed up on to start the game. Don't let them be late.
