MENA-OECD Investment Programme Background of the Center MENA Center for Investment was established in February 2006 in Manama, Bahrain to support regional ownership of investment reform of MENA countries participating in the MENA-OECD Investment Programme The Center which is co-chaired by EDB and the OECD, will bring together international and regional organizations supporting the MENA-OECD Investment Programme. It will be established as a non-governmental organisation under Bahraini law. The Center will serve as a regional focal point for the Programme by: –Providing administrative support for the Programme’s activities –Assisting in research activities of the Programme –Developing communication, translation and training capacities supporting the Programme’s activities

MENA-OECD Investment Programme Primary Functions Research support for the Investment Programme –Establishment of a network of regional and international research organisations and think-tanks –Assisting the conduct of surveys on topics related to the five Working Groups of the Programme. Communications and dissemination of information –Help in data collection (statistics, trends, etc.) –Internal and external communication to provide visibility to the Programme and its role in promoting investment to the MENA region –Information dissemination, particularly through translation and publication of basic documentation into Arabic. Overall administrative support for the Programme –Coordination and management of workshops, training sessions and other events. The center can also be used for the activities of partner organisations in the MENA region represented on its Advisory Board.

MENA-OECD Investment Programme Advisory Board The Advisory Board will provide strategic guidance for the Center and review its activities It will be co-chaired by EDB and the OECD It will be composed of  MENA and OECD Countries’ representatives  International Partner Organisations (World Bank, UNIDO, EU COM, MIGA, IFC)  Regional Partner Organizations: Islamic Development Bank, GCC  Private sector: Arab Business Council’s Investment Task Force, Business and Industry Advisory Committee to the OECD, MENA- OECD Enterprise Financing Network.  Designate 5 persons with experience on investment matters in the region representing academia and civil society

MENA-OECD Investment Programme First Planned Activities The MENA Center for Investment has commenced its activities by holding a number of Investment Policy Workshops on key topics relevant to its objective of increasing private participation in the MENA region The target audience for the workshops is government officials from relevant Ministries/agencies of MENA and OECD countries, private sector and other stakeholders The following workshops are envisioned for 2006: –First meeting of the MENA-OECD Enterprise Financing Network, 3 rd May (conducted) –Meeting of the Business Integrity Task Force of the Programme, July –Workshop on the National Reform Agenda of Bahrain (tbd) –Policy Workshop on making effective use of One-Stop Shops (tbd)
