Reduces benzene in gasoline by 36% in Tightens standards for non-methane hydrocarbon emissions in new cars 3. Limits emissions from evaporation/permeation of portable gasoline containers Most states see this as a needed federal control that will not affect local programs Some states are looking at National Air Toxics Assessment data to understand the mobile sources component
