Outline  Planning Objectives  Potential Benefits  Feasibility Status and Project Alternatives  Estimated Costs and Example Cost Allocation  Evaluating Project Operations  How SOD Can Help California  Next Steps

Planning Objectives  Primary Objectives – Develop and Manage Water Supply to: Contribute to restoration of the San Joaquin River Contribute to restoration of the San Joaquin River Improve water quality of the San Joaquin River Improve water quality of the San Joaquin River Facilitate conjunctive water management and exchanges that improve urban water quality Facilitate conjunctive water management and exchanges that improve urban water quality  Secondary Objectives Increase control of flood flows at Friant Dam Increase control of flood flows at Friant Dam Improve water supply for environmental protection Improve water supply for environmental protection Develop hydropower generation opportunities Develop hydropower generation opportunities Develop recreation opportunities Develop recreation opportunities

Potential Benefits  San Joaquin River Restoration Enhancement  Agricultural Water Supply Reliability  M&I Water Supply Reliability  M&I Water Quality  Hydropower  Flood Damage Reduction  Reservoir Recreation

Feasibility Study Phases Initial Alternatives Plan Formulation Feasibility Study

Initial Alternatives Phase  Reviewed 24 Reservoir Sites Reservoir enlargement Reservoir enlargement On-stream On-stream Off-stream / Off-canal Off-stream / Off-canal  Details Considered Water supply Water supply Environmental effects Environmental effects Hydropower Hydropower Costs Costs  Retained 4 Reservoir Sites Enlarged Millerton Lake Enlarged Millerton Lake Fine Gold Reservoir Fine Gold Reservoir Temperance Flat RM 274 Temperance Flat RM 274 Temperance Flat RM 279 Temperance Flat RM 279

Retained Alternatives  Fine Gold Reservoir  Temperance Flat RM 274  Temperance Flat RM 279

Fine Gold Reservoir Storage capacity 780 TAF, H = 600 Ft  Storage capacity 780 TAF, H = 600 Ft  Pump storage with Millerton Res.  Reservoir surface area 5,400 acres  Saddle dam required  Power use exceeds generation

Temperance Flat RM 274 Reservoir Storage capacity 1,260 TAF  Storage capacity 1,260 TAF  Dam height 640 feet  Reservoir surface area 5,700 acres  Extends upstream to Kerckhoff Dam  Power losses exceed generation

Temperance Flat RM 279 Reservoir  Storage capacity 690 TAF  Dam height 545 feet  Reservoir surface area 3,500 acres  Extends upstream to Kerckhoff Dam  Full power recovery is possible

Feasibility Phase  Refine and Compare Alternatives Structural features and operating plan Structural features and operating plan Complete feasibility-level designs and cost estimates Complete feasibility-level designs and cost estimates Environmental effects Environmental effects Benefit/cost analysis Benefit/cost analysis  Prepare Feasibility Report and Environmental Compliance Documents (EIS/EIR)  Identify Preferred Alternative  Address Implementation Issues Obtain financial commitment from partner(s) Obtain financial commitment from partner(s)

Estimated Cost and Example Cost Allocation Total Project Cost Estimate $2.0 Billion Assumed Portion of Project Costs Allocated to Water Supply 50% Average Annual Water Supply 183,000 acre-feet per year Equivalent Unit Cost for Water Supply $350 per acre-foot

Evaluating Project Operations “a moving target” SJR Settlement Wanger Ruling Climate Change Isolated Conveyance

San Luis Reservoir Madera Canal Friant-Kern Canal How SOD Storage can Benefit CA Temperance Flat Los Vaqueros Expansion Los Banos Grande Potential Cross Valley Conveyance

How SOD Storage Can Benefit California  The operational flexibility of SOD surface storage can produce benefits for supply, quality and the ecosystem while reducing stressors in the Delta  TF and LVE can both serve SWP Contractors by helping improve or at least retain SWP supply reliability  Can integrate FWUA service area with the SWP and CVP  Can work conjunctively with groundwater and improve the efficiency of other water management measures (transfers, exchanges, timing dependent actions)  Provide water supply in drought periods– when the benefits of conservation can lose their effectiveness

Next Steps A revised schedule is being developed in light of:  San Joaquin River Settlement Agreement  Integration Opportunities  Wanger Decision, Climate Change, Delta Conveyance  Objective: Get Feasibility Study Report Done ASAP!
