Department of Public Works Recommendations Authorize City Manager to enter contract with Pasadena Humane Society & SPCA (PHS) for five years in an amount not to exceed $1,148,117 per year in years one & two, & escalates by CPI for remaining three years of contract Authorize PHS to retain first $80,000 of the animal licensing revenue & split the remainder with the City on a 50/50 basis in consideration of operating animal licensing & canvassing program 2

Department of Public Works 3 Background California Health and Safety Code mandates each city maintain an animal control shelter system & rabies control program City of Pasadena has contracted with Pasadena Humane Society (PHS) for animal control services since 1904 Five-year contract term from September 1, August 30, 2020

Department of Public Works Terms of Contract 1.Patrol Services Mon. to Sat. from 6 am to 6 pm (9 pm during daylight savings time)  2 hrs/week of patrol & enforcement at dog park 2.Pick up & impound of stray animals 3.Response & assistance to calls regarding predatory wildlife 4.Animal bite investigations 5.Enforcement of City’s spay & neuter ordinance 4
