Department of Transportation City Council August 31, 2015 Annual Self Certification Congestion Management Program for Los Angeles County

Department of Transportation Recommendation 1.Find that the following proposed actions are exempt from review pursuant to the California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section (b) (3); 2.Adopt a resolution finding the City in conformance with the Congestion Management Program (CMP) for the County of Los Angeles; 3.Adopt the 2015 Local Development Report in accordance with California Government Code Section 65089; 4.Direct Staff to file the CMP Local Development Report with the Los Angeles County Metropolitan Authority (Metro). 2

Department of Transportation Background To address congestion concerns, the CMP was created for the following purposes: 1.To link land use, transportation and air quality decisions; 2.To develop a partnership among transportation decision makers on devising appropriate transportation solutions that include all modes of travel; and 3.To propose transportation projects that are eligible to compete for state gas tax funds. 3

Department of Transportation Background To remain in compliance with the CMP each local agency must contribute to the program by: 1.Tracking the performance of various modes of transportation; 2.Tracking new building activities; 3.Reporting local land use decisions for the analysis of their impacts on the regional transportation system; and 4.Implementing local transportation demand management (TDM) guidelines and ensuring new developments are supportive of transit and TDM. 4
