State of New Columbia Context for Case A college student, Chris Archer is charged with first degree murder and criminal hazing after a prospective member of his fraternity, Milan Jackson, falls to her death with a blood alcohol level of .10 which is above the legal limit of .08 Milan was partaking in activities for pledging to the Phi Gamma fraternity when she fell to her death Chris Archer, the President of Phi Gamma, denies these charges and claims the death of Milan was accidental and solely as a result of her actions
