February 18, Attendance Boundary Realignment – Progress Update and Recommendations FONTANA UNIFIEDSCHOOL DISTRICT

February 18, Overview Process and progress to date Recommended boundary scenarios Summary of BRC, Community, and Principal input received Issues to be addressed and Board direction/guidance

February 18, Process and Progress to Date

February 18, How do we make boundary changes? Board adopts new boundaries Board reviews recommended boundaries and receives additional community input Boundary Review Committee presents recommended boundaries to the Board Community and Principal input solicited Data Analyzed, initial boundary scenarios developed

February 18, Board Goals All schools single-track as space allows Desired school sizes (but may vary depending on school capacity): –750 student Elementary schools –1,200 student Middle schools –2,500 student High schools Clear feeder patterns (minimize split feeders) Foster neighborhood schools Equitable programs and facilities to support learning environment and student achievement

February 18, Assumptions Jurupa Hills High School Opens in 2010 Initially serves grades 9 and 10 Adds one grade level each year until serves 9-12 Elementary School #29 Opens in 2012 Serves grades K – 5

Evaluation Criteria Uses natural and geographic boundaries (major streets and highways, industrial centers, mountains, etc.) Relieves overcrowding at existing schools; balances enrollment to capacity Minimizes transportation costs Aligns feeder school boundaries Promotes neighborhood school concept Stable for the foreseeable future; accommodates future growth Allows conversion of all elementary schools to single-track Student safety Educational programs Community input 11 · 19 · 08

February 18, Ground Rules for BRC 1. We will stay focused on our goals and the criteria established for our boundary discussion. 2. We will listen carefully to understand others’ thoughts, ideas, and opinions. 3. We will treat everyone with respect and express our opinions responsibly, honestly, and kindly. 4.We will work together and be willing to give and take, so we can serve the greatest good for the greatest number of students.

February 18, New Boundary Adoption – Process & Timeline TaskDateCompleted Boundary Review Committee Meetings 12/11 & 12/16/08, 1/7 & 1/22, (Subcommittee 2/2, 2/18) 2/11/09 Community meetings at high schools: 1/12, 1/13, 1/14, 1/15 Board Review and DirectionFebruary 18, 2009 Board Review and Direction and additional public input March 4, 2009 Final boundary adoptedMarch 18, 2009 JHHS OpensAugust 2010

February 18, Progress to Date 5 Boundary Review Committee Meetings and two Subcommittee Meetings held 4 Boundary Informational/Input Community Meetings held Principal meetings held Multiple initial and revised possible Boundary Scenarios developed for ES, MS and HS Current recommended scenarios: –2010 boundaries for High, Middle, and Elementary Schools –Future boundary for ES #29

February 18, HS Boundary Highlights Recommended Boundary Adjusts resident students to within capacity (near- and longer-term) Yes Room for Summit growth (2012) 369 Room for Miller growth (2012) 805 Room for Kaiser growth (2012) 320 JHHS boundary above Interstate 10 East Kaiser Northern boundary ends at Metrolink Tracks Yes

February 18, Feeder Pattern Improvements ES to HS continuity –Under proposed new attendance boundaries, almost all students will attend HS with the same group with which they attended ES –Due to locations of 7 MS, all MS must feed multiple HS Construction of future MS 9/8.75 and MS 10 will help reduce this

February 18, Feeder Pattern Improvements, cont. Current Boundaries –9 ES split to 2 or more MS –13 ES split to 2 or more HS –2 MS to one HS –5 MS split to HS 2 split to 2 HS 2 split to 3 HS 1 split to 4 HS –12 Elementary School populations stay together K-12 Recommended Boundaries –3 ES split to 2 or more MS –5 ES split to 2 or more HS –0 MS to one HS –7 MS split to HS 6 split to 2 HS 0 split to 3 HS 1 split to 4 HS –22 Elementary School populations stay together K-12

February 18, Summary of BRC, Community, and Principal Input Received

February 18, Feedback and Input Support for: –Adjusting boundaries to match capacity at all levels –Neighborhood schools that are single track –Aligning feeder patterns –Not requiring 11 th and 12 th graders to change schools

February 18, Feedback and Input Concerns/Questions: –Transportation costs and busing, especially over the 10 Freeway, with current traffic problems (JHHS, Kaiser, Truman, Cypress) –Kaiser HS northern boundary should end at Metrolink track –Two siblings both attending different schools –Any changes (why my student/my neighborhood?) –Principal questions on some boundaries and concerns if too much of a school’s existing attendance area was to be changed

February 18, Issues to be Addressed and Board Direction

Recommended Implementation- High School 3-year process-JHHS –Yr 1—Grades 9 &10 –Yr 2—Grades 9-11 –Yr 3—Grades year process-other HS –Yr 1—Grade 9 –Yr 2—Grades 9-10 –Yr 3—Grades 9-11 –Yr 4—Grades 9-12 For other HS –Students who had previously attended a particular HS under the old boundaries would continue at their original HS. –New 9 th graders in 2010 in the new attendance boundary would attend HS according to the new boundary –One year only sibling option, if requested, for siblings of students completing their last year at the school. Sibling must move to new school the following year February 18,

February 18, Recommended Implementation- Middle and Elementary School Middle recommended implementation –Existing 6 th graders (going into 7 th ) attending a MS have option of staying at current middle or moving to school of new attendance area –Existing 7 th graders (going into 8 th ) stay at previous site for their last year –One year only sibling option, if requested, for siblings of students completing their last year at the school. Sibling must move to new school the following year Elementary recommended implementation (same as new school openings for Binks and Beech Avenue –If requested, students who will be either 5 th or 6 th graders (depending on if the school is a K-5 or K-6) can complete their last year at their existing school –One year only sibling option, if requested, for siblings of students completing their last year at the school. Sibling must move to new school the following year For all schools: Application process for intradistrict transfer based on consideration of hardship circumstances on a limited, case-by-case and space available basis

February 18, Future Issues to be Addressed Develop specific guidelines for transportation to be provided and responsibility for cost of transportation Develop parent notification plans; begin notification approximately Fall 2009 Additional issues/concerns?
