Three Sisters Design Considerations Over the last 2 years, many designs were considered, and eliminated: A bridge would be required to maintain and construct a single weir. Each waterway has a different elevation and flow rate. The stilling basin before the culverts under I-95 attenuates and reduces water velocities. The proposed design has been permitted by the SJRWMD. A new design would require withdrawal of the PDM Grant application. With new design elevations, the new permit would require stormwater and groundwater modeling.
