Coordination Principles Leadership The government through PS MAFSC will provide overall leadership of the projects in the sector. A data base should be established in MAFSC for all sector interventions. The projects should address interventions consistent with ASDS and TAFSIP Thematic programme areas. Planning and Budgets Each project will prepare its plans according to project objectives, logframmes and MOU. Copy of project documents and AWPB will be submitted to the Programme Secretariat for information. Reporting Projects/programmes will prepare summary quarterly progress reports and submit to the Programme Secretariat. The DADPs reports should include all agriculture interventions at the local level. These will used for discussion at ASCG/NSC meetings. All projects will be members and should participate in the relevant coordination structures/ meetings.

Coordination Principles Meeting Fora All interventions should be discussed at project /programme level and summaries submitted to MAFC each quarter for the Agriculture Sector Coordination Group meeting. Accountability and commitment All projects and programmes will use government accounting framework and fulfil commitments Common performance measures and targets- as stipulates in the sector M and E framework

Programme Secretariat There will be a programme secretariat at MAFC. It will have clear TOR and will need support. All Projects/programmes will provide financial and human resource support. Two scenario are proposed for the Programme

Scenario 1: Each ASLM will allocate staff to the Programme Secretariat (4MAFC,1MLDF, 1MTIM, 1PMORALG, 1PMO). Number of members from MAFC is four to cater for day to day activities while the other ASLMs members will be joining the secretariat when the need arise. All 8 members will be based at their respective ministries.

Scenario 2 Each ASLM and PMO will nominate staff to the Programme Secretariat (2MAFC,1MLDF, 1MTIM, 1PMORALG, 1PMO)who will be permanently stationed in the Secretariat. Each ASLM will have a contact person based at respective ministries who will link between Secretariat and ASLMs.
