Africa Constituencies Bureau Forum: RECAP OF DAY ONE

1. Health Systems Strengthening Support existing systems and where systems are too weak, alternative systems could be used but with a timeline along which national systems will be strengthened. Earmark funds and contextualize support to country needs e.g. through CSS or support of local production Integrate and domicile HSS activities to avoid parallel funding

2. Integrating TB & HIV M&E is key MOH should take lead in integration and develop guidelines In future, add malaria Seek additional funding from multi & bi- lateral donors

3. The Funding Model TA for templates - prioritize HSS; manage conflict of agendas Transition to MIC - cost analysis Funding allocation - revisit criteria; split should be decided by country More alignment with NSPs and local plans needed Simplify the process of constructing the concept note, which is up-to 9 months in some countries (the time it takes to do a NSP) Operational issues - country teams too prescriptive; TRP creates own priorities; low absorptive capacity

4. Countries Operating in Challenging Environments All countries are on the continuum and facing varied challenges Importance of secretariat flexibility in procedures and processes Incorporating challenging operating environment in the criteria and mechanisms for differentiation Streamline and institutionalize engagement with other global partners (and country mechanisms) dealing with challenging environments and crises

5. Domestic Financing Involve ministries of finance Hold countries accountable – Get it on the AU Agenda Get other innovative financing e.g. high net- worth Africans Make GF more visible in countries

6. CCM Strengthening Reconsider: – criteria of member selection and management of conflict of interest – Governance and leadership capacity – How to strengthen competencies that have impact on quality of CN and implementation. Need for financing of both internal and external CCM policies Address communication challenges with the CCM, partners and secretariat Mobilize funding for CCM Uganda is at 50% CCM funding from government Explore how to move towards 100% domestic financing
