This is a follow-up contribution with next level of details for existing text in the current TGai SFD.

Submission doc.: IEEE ai Discussions AP-Initiated vs. STA-Initiated Link Setup Optimizations:  Currently, only STA-initiated! In the current link setup process, all the function phases, e.g., Network Discovery, TSF, Authentication, Association, etc., are initiated by the STA, which means:  STA can choose and pick, not AP;  AP only passively responds. There are cases where the AP has the proper or even better knowledge to initiate link setup optimizations, e.g.,  AP knows the services that can be provided by the network behind it;  AP knows the required air link transmission adjustment of the STA based on the reception of the frames from the STA;  AP knows its own capacity and loading, so AP can proactively inform STAs its capacity limitation;  AP may pre-acquired certain knowledge about the STA, e.g., a pre-established security association of STA with the network. Submission doc.: IEEE ai Discussions – con’t To allow both AP and STA to initiate link setup optimization, procedure and signaling supports are needed; Proposed procedural actions and Signaling support considerations:  FILS capability indication: Essentially an one-bit flag, provided in the earlier messages of the link to be setup.  this has been already included in the current TGai SFD at page 6, section  Negotiation of link setup optimizations:  a procedure for the two STAs of the link to be setup to negotiate or synchronize the applied link setup optimizations;  Can be initiated by AP and/or STA;  Signaling support for the negotiation of link setup optimizations:  FILS-Initiation: containing the suggestions of link setup optimizations proposed by the transmitter of this initiation signal, e.g., skip Open Auth step, uese EAP-RP for authentication, use 3-way handshaking for Key provisioning, etc.;  FILS-Response: containing the responses to the received link setup optimization suggestions, e.g., full-confirmation, partial-confirmation, or rejection.  Signaling efficiency considerations, e.g.,  Piggyback on existing message round;  Pre-defined a set of 11ai supported link setup optimizations.
