Introduction When Typhoon Vicente struck the city earlier, six containers were blown off a vessel, causing 150 tonnes of polypropylene plastic pellets to spill into Hong Kong waters. This incident was firstly disclosed on the internet by two expatriates. After the news was released, the government set up an interdepartmental working group to monitor the cleanup operation. A large number of green groups and volunteers also went to the beaches to help clear up the pellets. Some environmentalists have urged the government to expedite the cleanup operation as the pellets would damage the environment and ecology of the neighbouring districts. Some people attributed the Government’s slow response and action to inadequate communication among governmental departments and loopholes in the notification mechanism. Meanwhile, many green groups made use of the social media to organise voluntary clean-up efforts. In response to their appeal, many people took to the beaches and helped clear up the pellets. It has been pointed out that the spontaneous response of Hong Kong residents to protect the environment is an indication of their sense of identity.
